Call for applications for small-scale investment support scheme
The Food and Agriculture Organization of the United Nations (FAO) Georgia is pleased to announce the launch of the small-scale investment support scheme under the Inclusive Rural Development and Sustainable Agriculture project funded by the Austrian Development Agency (ADA) as part of International Partnerships Austria and implemented in partnership with the Ministry of Environmental Protection and Agriculture and the Ministry of Regional Development of Georgia. The initiative aims at fostering increased competitiveness in the agricultural sector, enhancing food production, and concurrently alleviating rural poverty, with a specific emphasis on mitigating inequality.
Participation in the investment support scheme will help potential beneficiaries in bringing their current agricultural production and other socio-economic activities to a new level, as well as inengaging in new economic activities. The investment scheme is implemented through a matching grant modality and aims to encourage beneficiaries in adopting improved technologies, developing long-term investment plans and, ultimately, promoting sustainable economic resilience.
Who can apply:
Potential grant beneficiaries may include both individuals - farmers, business entrepreneurs, and for-profit and non-profit organizations, including - cooperatives, associations, business companies, farmers`/producers` groups.
Eligible value chain areas:
Agriculture: vegetables and grains, fruits and berries, dairy, poultry, beekeeping, and winemaking.
Tourism: agri-tourism, gastro-tourism, development of tourist attraction areas.
Investment support scheme will include procurement of:
** Machinery and equipment for primary agricultural production;
** Equipment for value addition and processing;
** Packaging and labelling machines and tools.
Eligible municipalities:
Eligible municipalities within the first call are: Kaspi and Martvili.
General eligibility criteria:
** Applicant must be a citizen of Georgia;
** They must either reside and/or implement business in one of the target municipalities;
** They should have relevant experience in the selected investment area;
** They should have relevant resources required for the investment as mentioned under the specific eligibility criteria;
** They should have an ability to co-contribute financially or in-kind as specified for grant types.
** Organizations applying for the investment scheme must be registered entities.

Grant categories:
Small grants: USD 1, 000-10, 000
Medium grants: USD 10, 000-20, 000
Co-contribution requirements:
Selected beneficiaries must make financial co-contribution of 30 percent of the total project amount, except for women, youth and vulnerable groups who can co-contribute 15 percent.
Vulnerable group representatives are eligible to make an in-kind co-contribution.
Submission of applications and Application deadline:
Dully filled Application form (for small grants) or Business Plan (for medium grants) with all the supporting documents, as mentioned in the Application Form, should be submitted through email in English or Georgian languages before 25th February 2026 to the following address: GE-Investment-scheme@fao.org. The Application form and Business Plan forms should also include information on budget, technical specifications of required equipment as well as information on supplier. The grantee should identify and make a prior agreement with the supplier on equipment procurement arrangements. FAO will double check the prices provided in the application form and based on the findings may request a supplier change.
In line with the investment support scheme, if selected, the grantee should make the advance payment to the supplier, after the grant agreement signature. The matching grant payment by FAO will be made directly to the supplier after the matching contribution has been paid by the grantee to the supplier and the effective delivery and installation of the equipment by the supplier has taken place.
In case of in-kind contribution, for which, as specified in the Grant Operational Manual (GOM), only vulnerable groups are eligible for small grants amounting up to US$ 10, 000, advance payment of 50 percent of the grant will be made to the supplier upon verification of in-kind contribution by the grantee through Pre-award verification monitoring. Following the delivery and installation of the equipment, FAO will pay the remaining amount to the supplier.

Grievance report mechanism
FAO has established a Grievance Reporting Mechanism (GRM) for the implementation of this scheme, The GRM provides beneficiaries and stakeholders of FAO programmes in Georgia with a transparent, effective, and timely process to raise concerns, seek resolution, and receive feedback. Grievance can be submitted via email FAOGE-ComplaintsAustrainproject@fao.org. Complaints must include details such as the date, location, description of the grievance and other relevant information.
