University Capacity Building Program - Call for Applications .
The University Capacity Building Program (UCBP), funded by the U.S. Embassy in Tbilisi and administered by American Councils for International Education, is a continued initiative to grow and sustain the modern research administration and development offices of higher education and public research institutions to increase their contribution to innovation and economic growth of Georgia.
UCBP Objectives:
Assess the current state of the research administration ecosystem in Georgian HEIs, providing targeted training and resources to increase Georgian research administrators` knowledge and understanding of grants management;
Increase Georgian universities` research capacity and deepen U.S.-Georgian university partnerships through mentoring sessions, workshops, and immersive study visits;
Create a critical mass of experts in research administration and management in Georgia to continue sustain network, develop peer-advisory system and enhance research management capacity, ultimately establishing a community for Georgian university research administrators to collaborate with U.S. universities.
The Program Will Be Implemented In 3 Phases:
** Phase I: Needs Assessment and Award Lifecycle Webinars (May 2025 - October 2025)
** American Councils will administer a baseline survey to gather information about the organizational and operational capacity for knowledge exchange in the areas of research administration, grant writing, fundraising experience, partnership building, legal research capacity, proposal development, and award management. NCURA will administer a series of webinars to equip participants with a general understanding of the profession of the research administration, Pre and Post award procedures, US funding opportunities and research regulatory frameworks.
** Phase II: U.S. Study Visit and Action Plans (November 2025)
** Selected ten research administrators from Georgia will take part in U.S. Study Visit on November 8 - 23, 2025. U.S. experts will share models and practical approaches to adapt current policies, methods, programs, relationships, and strategies to maximize organizational and operational capacity for Georgian research administration. UCBP U.S. Partner Universities include George Washington University, American University, George Mason University, Georgia State University, Georgia Institute of Technology, Emory University (Please note that the list of partner universities is subject to change).
** Phase III: Reciprocal Projects (December 2025 - March 2026)
** Georgian HEI representatives will be invited to develop a proposal to invite and collaborate with U.S. experts to support institutional capacity building related to research administration and research development.
All phases of the program will focus on research management and strengthening U.S.-Georgia cooperation in legal research, with a particular emphasis on LegalTech, artificial intelligence, technology, and cybersecurity in the context of legal research.
Eligibility Criteria for Nominees:
** Participants must hold a leadership or representative position at a Georgian Higher Education Institution such as a Vice Rector, representative of research department, grants/development office or the law faculty;
** Applicants should demonstrate a commitment to advancing institutional research capacity, particularly in areas related to legal research, compliance, and policy development;
** Applicants must have good English communication skills to participate effectively in program activities.
** Participants must commit to full engagement in all three phases of the program, which run from May 2025 to March 2026.
** Attendance at all webinars, in-person meetings, mentoring sessions, and reciprocal activities is mandatory.

Application must be completed by an authorized representative of the institution. Only one application per institution will be allowed.
