Call for Expression of Interest addressed to Georgian Diaspora members interested to engage in Local Development in Georgia
1. Context:
The programme "Enhanced Opportunities for the Returning Migrants in Georgia", funded by the Swiss Agency for Development and Cooperation (SDC), and implemented by the International Organization for Migration (IOM) mission to Georgia, aims to support the sustainable reintegration of returned migrants in Georgia and improve their economic and social well-being, by enhancing the responsiveness and coordination of national and local stakeholders, improving the contribution of local self-governments and other local stakeholders, including through provision of information and services to returnees, and increasing the opportunities for economic reintegration, social inclusion, and financial inclusion of returnees and their families.
The programme adopts a comprehensive reintegration approach at the individual, community and structural levels, emphasizing a gender-sensitive and human rights-based approach. The programme builds on existing policies, such as Georgia`s Migration Strategy 2021-2030, while aiming to address gaps in governance, coordination and capacity at both local and central levels.
Recent migration trends in Georgia reveal an increase in returns, especially from EU+ countries, including rejected asylum seekers and long-term migrants, which is straining the reintegration system. Returnees often face difficulties reintegrating due to limited employment opportunities, skill mismatches, psychological distress and restricted access to services. Reintegration efforts are hampered by insufficient support, lack of coordination between central and local authorities and limited involvement of local stakeholders, private sector actors and diaspora networks. Economic reintegration remains a significant challenge, coupled with gender-specific barriers impacting female returnees` economic inclusion.
The main challenge the programme intends to tackle is the insufficient and unsustainable reintegration of returned migrants in Georgia, which hampers their social and economic inclusion and limits their potential contribution to the development of their communities and the country. The overall goal is to enable migrants to achieve economic self-sufficiency, social stability and psychosocial well-being, thereby strengthening their ability to contribute to Georgia`s development.
Key objectives:
1. Strengthen the institutional capacity of national stakeholders to implement a consolidated comprehensive reintegration framework.
2. Empower local self-governance and other local stakeholders to address community development and reintegration challenges.
3. Support returned migrants in overcoming employability and employment barriers, improving financial literacy and accessing tailored social services.
4. Leverage the diaspora`s expertise and investments to contribute to local economic development.
Georgia has a vast and highly skilled diaspora with the potential to play a vital role in the country`s economic, social, and technological advancement. This initiative aims to create structured opportunities for diaspora engagement, leveraging their expertise, networks, and financial resources to support sustainable local development in Georgia. The Diaspora Department under the Ministry of Foreign Affairs (MFA)of Georgia is a key stakeholder in the programme, serving as primary partner in the efforts to enhance diaspora engagement in community development. Access to diaspora networks and platforms plays a crucial role in facilitating communication and cooperation between the diaspora and local actors and promoting remittance investment. The programme will support the MFA in its leading role for implementing temporary assignments for skilled diaspora members to contribute to community development, in cooperation with the relevant institutions at the central and local level. Additionally, it will collaborate with the Georgian diaspora to facilitate these assignments.
2. Overall Objective of Assignment:
This call for expression of interest aims to create the ground for structured engagement of skilled diaspora professionals in Georgia`s local development by enabling the transfer of knowledge, expertise, and best practices from the diaspora to local communities. Under the guidance of a Coordinator appointed by and based at the Ministry of Foreign Affairs of Georgia, interested fellows/experts from the Georgian Diaspora will be selected to collaborate with relevant central and local level institutions in Georgia to enhance institutional capacity and support sustainable development initiatives. Their work will focus on strengthening economic opportunities, fostering innovation, improving financial literacy, and promoting diaspora-led investments in strategic sectors. This initiative aligns with Georgia`s Migration Strategy 2021-2030 and aims to enhance the role of diaspora professionals in national and local development efforts.
The selected consultants will work remotely or on-site depending on the nature of the deliverable. The assignment is remunerated; the specific amount will be determined based on the type of engagement and level of effort required. The average duration of the assignment is expected to be three to six months.
3. Areas and Sectors for Engagement
Diaspora professionals are encouraged to offer their expertise in the following priority sectors:
** Economic Development and Entrepreneurship: Business development, start-up mentoring, investment facilitation.
** Agriculture and Rural Development: Modern farming techniques, agribusiness management, rural enterprise creation.
** Social Services and Social Work: Community development, vulnerable group support, social inclusion programming.
** Tourism Development: Eco-tourism, heritage tourism promotion, destination marketing.
** Waste Management and Environmental Protection: Green technologies, circular economy models, waste-to-energy projects.
** Education and Training: Curriculum development, vocational training design, skills upgrading.
** Green Economy and Renewable Energy: Sustainable energy solutions, climate resilience projects.
** Technology and Innovation: ICT development, digital transformation, innovation ecosystems.
** Financial Literacy and Remittance Investment: Promoting financial inclusion, productive investment of remittances.
Diaspora members with experience in other relevant sectors are also encouraged to apply.
4. Core Functions / Responsibilities:
Under the overall supervision of the Chief of Mission, direct supervision of the IOM Programme Manager, under the guidance of the team Leader from MFA of Georgia, the fellow/expert will be responsible for supporting the relevant institutions at central and local level in strengthening the diaspora engagement and investment in local development, as well as enhancing institutional collaboration.
The experts are expected to fulfil a variety of core functions and responsibilities aimed at supporting the effective implementation of project activities. These responsibilities include, but are not limited to:
** Serve as key contributors to local development by leveraging their thematic expertise, knowledge resources, and networks.
** Engage in short-term or mid-term assignments that align with Georgia`s community development priorities.
** Provide mentorship, knowledge transfer, and capacity-building support to central and local institutions, businesses, and community organizations.
** Actively participate in diaspora engagement platforms and initiatives to strengthen collaboration with stakeholders in Georgia.
** Support the promotion of financial literacy among migrants and their families, enhancing the productive use of remittances for reintegration and development purposes.
** Facilitate diaspora investments and entrepreneurship opportunities, linking businesses in Georgia with international markets and investors.
** Assist in designing and implementing programmes that enhance local economic development, social inclusion, and innovation.
** Promote sectoral development in priority areas identified
Specific deliverables will be prepared and submitted in close cooperation with the relevant institution (s), with final products subject to review and approval by IOM before completion.
5. Education, Experience and/or skills required
** Advanced university degree in relevant field.
** Proven professional experience in the relevant sector (senior-level experts preferred).
** Demonstrated experience working in international environments or institutions.
** Proven track record of delivering measurable results (projects, reforms, investments, innovations, etc.).
** Project design, implementation, and monitoring skills.
** Experience in advisory, mentoring, training, or institutional capacity-building roles will be an asset.
** Strong analytical and problem-solving skills.
** Excellent communication and stakeholder engagement skills.
** Ability to work collaboratively with diverse groups, including government agencies, private sector, and civil society.
** Ability to transfer knowledge effectively (training, mentoring, coaching).
** Proficiency in Georgian and English.
