1. Background

The PROVE project, co-funded by the Erasmus+ CBHE programme, aims to support peacebuilding in the South Caucasus by promoting Values and Knowledge Education (VaKE) through the development and integration of Peace Education courses. The project involves HEIs in Armenia, Georgia, and Azerbaijan, supported by EU partners and the International Association for VaKE (AVaKE).

Courses will be developed for:

** Pre-service teachers: one common cross-institutional course and one HEI-specific course per university
** In-service teachers: one HEI-specific course per university

The project emphasizes sustainability, institutional cooperation, and quality assurance through both internal and external evaluation mechanisms.

2. Purpose of the External Evaluation

The external evaluation is intended to:

** Ensure objectivity and transparency in assessing the project`s quality
** Assess the compliance of project activities with the EU Grant Agreement, consortium decisions, and Erasmus+ CBHE rules
** Provide formative feedback throughout implementation
** Contribute to the final quality assurance documentation through a comprehensive final evaluation report

The evaluation will follow the Erasmus+ CBHE quality assurance guidelines and should assess relevance, effectiveness, efficiency, impact, and sustainability of the project activities. The evaluator`s findings will be compared with internal evaluations and discussed with the consortium to inform adjustments and improvements.

3. Scope of Work

The evaluator will:

** Assess the implementation of project activities and outputs across all Work Packages
** Visit all South Caucasus HEIs (preferably in combination with a field monitor visit)
** Attend project meetings (physical or virtual) and interview all consortium members
** Review documentation, dissemination activities, and QA instruments (e.g., the Criteria Check-List)
** Evaluate the implementation of the newly developed courses and the progress of quality assurance activities
** Present interim findings to the consortium and support internal reflection
** Deliver a final external evaluation report in English
The Final Evaluation Report must be based on, but not restricted to, the Criteria Check-List (CCL), which will be provided by the coordinating institution.

4. Deliverables

** Evaluation Plan - including methodology and indicators, by Month 12
** Participation in project meetings
** Interim presentation of findings - by Month 17
** Final External Evaluation Report - by Month 35 (to meet Deliverable D3.3)
All deliverables and communication with the consortium will be conducted in English.

5. Timeline and Workload

Evaluation Period: from October 2025 to September 2027
Estimated total workload: approx. 20-25 working days
Participation in project meetings and in visits to SC partner universities should be planned flexibly in coordination with the coordinator

6. Profile of the Evaluator

Required:

** Proven experience in evaluating EU/Erasmus+ CBHE projects
** Independence from the PROVE consortium (not employed or contracted by any partner)
** Familiarity with Erasmus+ CBHE rules, grant agreements, and QA procedures
** Excellent English writing and communication skills
** Experience in higher education, especially curriculum development and teacher training

Desirable:

** Knowledge of the South Caucasus region
** Understanding of Peace Education or Values Education
** Prior involvement with VaKE or similar pedagogical methods
The evaluator agrees to respect confidentiality of data and personal information in line with GDPR and Erasmus+ guidelines.

7. Budget and Contractual Terms

A financial offer
A service contract will define detailed responsibilities and deliverables

8. Selection Procedure and Application

The evaluator will be selected through a tendering process in line with national legislation and Erasmus+ CBHE principles. The consortium will make the final decision by majority vote.

** A sample of a relevant evaluation report
** A financial offer (inclusive of all expenses)
