Enterprise Georgia (EG), within the Relief and Recovery for Micro, Small and Medium Enterprises (MSMEs) Project supported by the World Bank (WB), intends to apply part of the loan proceeds for consulting services of a Senior Strategic Development Manager (Head of Strategic Development Unit) within the Analysis, Monitoring, and Evaluation Department (EG`s M&E Department) at the Central Office.

The Project Development Objective for the Relief and Recovery for MSME operation is to provide relief to MSMEs and support their recovery, including by strengthening the enabling environment for access to finance.
Project Description

The Project will be implemented nationwide and will consist of four components:

** Component 1 - Financial relief and recovery for MSMEs
** Component 2 - Digital payments & financial infrastructure upgrading
** Component 3 - Project management and Monitoring
** Component 4 - Contingent Emergency Response Component

A substantial portion of the Project activities fall under Component 1. Component 1 will be implemented by EG, which is a governmental economic development agency operating under the Ministry of Economy and Sustainable Development of Georgia. It comprises of the following sub-components:

** Sub-component 1.1 - micro-grants to finance working capital and fixed assets for micro and small firms.
** Sub-component 1.2 - co-financing interest payments on loans underwritten by participating financial institutions (PFIs).
** Sub-component 1.3 - partial credit guarantees for loans issued by PFIs.
** Sub-component 1.4 - technical assistance for COVID-proofing and digitalization of MSMEs.

Objectives of the assignment:

The strategic development function, previously under EG`s Micro Entrepreneurship Development Department and focused solely on Growth Hubs, has been transferred to the M&E Department with an expanded mandate covering all EG programs. Therefore, the Strategic Development Unit has been established under EG`s M&E Department. The Senior Strategic Development Manager shall act as a head of this new Unit the major goal of which is to translate M&E evidence into strategic planning and decision-making, in particular, to ensure that monitoring and evaluation insights are systematically reflected into strategic decisions and institutional planning across all EG programs, as well as taken into consideration by EG Management on the strategic decision-making level. In addition, the Strategic Development Unit shall ensure that all EG activities, including Component 1 processes are strategically aligned, effectively implemented, and reported in full compliance with the Bank`s standards and requirements. The Unit will also support the upcoming impact assessment process, contribute to the long-term sustainability of interventions, and monitor the quality of services provided to SMEs across the Country. Accordingly, the assignment serves to strengthen the mandate and capacity of the EG`s M&E Department.

The Senior Strategic Development Manager will provide strategic oversight including all four sub-components.

Scope of Work of the Senior Strategic Development Manager:

The Senior Strategic Development Manager will lead and oversee the Strategic Development Unit, housed under the EG`s M&E Department at the Central Office, providing strategic direction, quality assurance, and coordination. She/he will be responsible for leading the strategic development, oversight, and quality assurance for EG, including of all Component 1 activities. The role involves providing strategic guidance, ensuring reporting and monitoring are aligned with World Bank standards and overseeing quality control mechanisms.

The Senior Strategic Development Manager will report to the Head of the EG`s M&E Department and shall supervise two Strategic Development Specialists.

Key responsibilities include:

** Lead the strategic planning process for EG, ensuring alignment of the Agency`s objectives with MSMEs Project goals;
** Provide strategic oversight and alignment for EG, including across all Component 1 subcomponents, ensuring effective implementation, monitoring, and evaluation;
** Ensure that reporting for all subcomponents is accurate, timely, and aligned with WB requirements as well;
** Ensure complementarity between EG`s M&E functions and strategic development activities;
** Contribute to the upcoming impact assessment process as necessary;
** Develop quality monitoring methodologies and processes to systematically evaluate and improve the effectiveness and impact of services;
** Monitor and assess operational processes and the quality of services provided to MSMEs, including financial schemes and Growth Hub services, and issue recommendations for their refinement and improvement;
** Track the implementation of issued recommendations to ensure compliance and continuous improvement;
** Draft strategic documents, analytical briefs, and policy recommendations to strengthen service delivery and long-term sustainability;
** Identify needs for new services or programs for SMEs based on data analysis, feedback from beneficiaries, and strategic gaps, and contribute to the development of corresponding concepts or implementation models;
** Lead stakeholder engagement and coordination with government institutions, PFIs, donor organizations, and other partners to ensure alignment and effective collaboration;
** Develop and oversee knowledge management practices, including documenting lessons learned, disseminating best practices, and supporting the Agency`s institutional learning;
** Supervise and manage employees within the Strategic Development Unit, ensuring effective teamwork, quality outputs, and alignment with departmental and project goals;
** Perform other tasks related to the scope of work as assigned by the Head of EG`s M&E Department.

Reporting and Deliverables:

Senior Strategic Development Manager shall be responsible for preparing and delivering regular reports to internal management and other relevant stakeholders, including:

** Ad hoc analytical briefs and strategic documents for internal and external use;
** Weekly, Monthly, and Annual performance reports;
** Various monitoring reports with actionable recommendations;
** Presentation of strategic findings and progress updates to senior management.

The candidate shall meet the following qualification requirements:

** At least Master`s degree in business administration, economics, management, public policy, or in other related area;
** Minimum 5 years working experience in small and medium business support ecosystem;
** Proven experience in strategy development, results-based management, or M&E
** Proficiency in English at a C1 level;
** Minimum 1 year working experience on a managerial position;
** Proficiency in Microsoft Office tools.

Duration:

Consultant will be hired under the full time/time based one-year employment contract with the possibility of extension.
Contract will be extended on annual basis subject to satisfactory performance and agreement of parties of the contract.
The estimated gross amount is GEL 7, 000.00 per month, and will be subject to negotiations with the successful candidate.

Facilities and Services to be provided by the Client:

The Client shall provide office area and facilities, office equipment and communication necessary to carry out the services. The Client shall also provide all necessary information and documents for that purposes.

The attention of interested Consultants is drawn to paragraph 3.14 "Conflict of Interest" of the World Bank`s Guidelines: World Bank`s "Procurement Regulations for IPF Borrower, July 2016, revised November 2017, revised August 2018, revised November 2020 and revised September 2023", setting forth the World Bank`s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The Consultant shall not receive any remuneration in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the client under the contract. The contract shall include provisions limiting future engagement of the consultant for other services resulting from or directly related to the firm`s consulting services in accordance with the requirements of paragraphs 3.16, 3.17 and 3.18 of the Guidelines.

An individual consultant will be selected in accordance with the procedures set out in World Bank`s Guidelines: World Bank`s "Procurement Regulations for IPF Borrower, July 2016, revised November 2017, revised August 2018, revised November 2020 and revised September 2023", "Selection of Individual Consultants".
