CARE Caucasus is a non-governmental organization with the mission to decrease social injustice, vulnerability, and poverty, and contribute to improved conditions for sustainable development and security in the South Caucasus region.

ABOUT THE ROLE:

The Board of CARE Caucasus is seeking to appoint an outstanding, experienced Chief Executive Officer (CEO) to lead the organization into a future of growth, resilience and innovation.
CARE Caucasus CEO is the highest-ranking executive in the organization. S/he leads CARE`s strategy and operations in the South Caucasus towards CARE`s vision and drives for impact.

The CEO is responsible for overseeing the development, funding and implementation of the CARE Caucasus strategy and a program portfolio that effectively addresses the underlying causes of poverty in line with CARE`s vision. S/he must also ensure that systems are in place and being properly implemented that ensure the proper management, well-being and safety of CARE staff and the proper stewardship of CARE resources. The CEO is responsible for ensuring an organizational culture where CARE core values - Respect, Integrity, Commitment and Excellence - are practiced, team work is encouraged and all staff feel valued. S/he is responsible for establishing and maintaining good working relationships with host government officials, donors and other partners.

Main responsibilities:

REPRESENTATION OF CARE CAUCASUS - Represent the organization before all stakeholders; report to the supervisory board and act as the main point of communication between the board and the management as well as the key connector with CARE International (CI).

STRATEGIC AND OPERATIONAL PLANNING - Lead the design, implementation and evolution of the CARE Caucasus strategic plan as relevant to the country and regional context, and in line with the CARE International vision and mission.

PROGRAM IMPACT AND RELEVANCE - Oversee CARE Caucasus programming to advance CARE`s vision and mission, in line with CARE`s standards for program quality. Work in partnerships with others inside and outside of CARE to achieve broad scale impact. Ensure engagement and contribution of program participants in CARE Caucasus program design and monitoring. Make every effort to promote, create and maintain a safe organizational culture for all people who work for and with CARE, including our partners and the communities where CARE works.
FINANCIAL MANAGEMENT, RESOURCE MOBILIZATION & OPERATIONS VIABILITY - Direct the mobilization, management and accounting of all resources in CARE Caucasus in compliance with applicable laws, CARE policies and donor requirements.

HUMAN RESOURCES - Build a strong, innovative senior leadership team and effectively manage all direct reports and the organization.

qualifications:

Education & technical skills:

** Master`s degree in development studies, social sciences, economics, human rights, business administration or in other relevant discipline;
** Fluent written and spoken English and Georgian. The knowledge of any other language used in the South Caucasus will be an asset;
** Strong digital acumen; ability to lead tech-driven initiatives.

Experience:

Required:

** Minimum ten years of experience in international development or humanitarian assistance;
** Minimum five years of experience at the senior management level, preferably in Caucasus or in countries vulnerable to multiple natural hazards / disasters;
** Experience in leading multi-disciplinary and multi-national teams;
** Experience in development, review and implementation of strategic plans;
** Experience in fundraising, resource mobilization and donor relations;
** Experience in managing security, risk and legal compliance, preferably within an INGO or regional organization context
** Solid understanding of financial and budget management and of best practice programming (expertise by sector would be an asset);
** Proven abilities in decision-making and problem-solving including in emergency contexts.

Desired:

** Past experience managing NGO or private sector organization at an executive level;
** Experience in engaging private sector and managing large scale fundraising activities;
** Knowledge of key social & development issues, government and donor networks in Georgia and Caucasus region.

Key competencies:

** Ability to work independently and within a team, ability to handle detail concurrent with strategic issues, creativity, efficiency, organizational skills and reverence of deadlines and time obligations.
** Excellent managerial, analytical, interpersonal, communication, negotiating and team building skills.
** Ability to anticipate and mitigate risks that could threaten the organization`s reputation, operational viability and/or security.

Location:

This position is based in Tbilisi and requires local, regional and international travel.
