Medecins du Monde - France is pleased to announce an opening for the position of Regional Harm Reduction Program Coordinator - South Caucasus.
The mission of Medecins du Monde in the South Caucasus has been operating in Georgia since 2004 and in Armenia since 2020.
In Georgia, MdM has been working mainly on Harm Reduction projects related to HIV and HCV prevention and treatment among People who Use Drugs (PWUD). Over the years, MdM has worked closely with local partners and civil society to ensure sustainable impact, including capacity building of communities. MdM is currently planning to build on its experience and pursue its support to community-based organizations working with key populations.
In Armenia, from 2020 till 2022, MdM implemented a Harm Reduction program to reduce the risks of transmission among the most vulnerable populations.
In both countries, MdM is currently developing the CUTTS HepC (Catalyse uptake of Under-utilised Tools & Treatment Simplification for HepC) project, funded by Unitaid. MdM is the leader of a consortium formed with three other partners (INPUD, Burnet Institute, University of Bristol). This pilot program focuses on the prevention, screening, and treatment of hepatitis C among PWUD, with a strong research and demonstration component.
At the regional level, the mission aims to facilitate the exchange of experience and best practices between both countries and to support regional dynamics on capacity building and advocacy.
Main Responsabilities:
The Program Coordinator is responsible for coordination of the MdM approach on harm reduction in the South Caucasus region. He/She is supervising and facilitating the implementation of the CUTTS HepC program in the South Caucasus, and in charge of developing other Harm Reduction projects and advocacy activities in a regional strategy.
Working Relationships:
** Hierarchical link: Regional Coordinator
** Functional link: Programme managers
** Close collaboration: Coordination team (Regional coordinator, Finance Coordinator, Logistics coordinator), CUTTS program managers, country-specific investigators and the CUTTS consortium partners.
Roles:
General Management:
** Management of a team (information, setting objectives, monitoring activities, managing leave, recruitment, discipline, security, training, skills management)
** Planning or supervising activities; monitoring and defining implementation of corrective action where necessary
** Advise, arbitration, and support the measures to be taken in the event of difficulties, malfunctions and/or incidents
Program management:
Most tasks listed bellow are done with relevant colleagues in a constructive team dynamic.
** Contributes to the development of the program strategy, adapt and monitor its implementation
** Supports and monitors the respect of administrative, HR and technical regulations (legal and internal, including research protocols)
** Supports the elaboration and the monitoring of logical frameworks by promoting collective reflection
** Organises cross-program meetings and discussion workshops
** Participates to budget monitoring and construction
** Reports regularly on activities
** Coordinates the preparation of project documents (internal and donor)
** Respects internal and donors logistical and administrative procedures
** Represents MdM with donors, partners and charities and institutional actors
** Is in charge of organizing or leading evaluations
** Supervises the collection and quality of data, and monitors activities and indicators
** Legal, security and context monitoring and reporting (in relation with the programs)
Advocacy:
** Identifies, analyses, prioritises and summarises information and political issues relating to the field of activity (Harm Reduction in the South Caucasus)
** Leads the definition of national and regional strategies, in partnership with the HQ advocacy advisor, the program managers and the Regional Coordinator in the South Caucasus
** Coordinates the definition of advocacy action plans in Georgia and Armenia
** Supports projects in implementing and monitoring their advocacy action plans (messages, target audiences, partnerships, resources)
** Has a leading role in representation and mobilisation of networks with other NGOs
** Coordinates the elaboration of communication tools and advocacy materials (press releases, press packs, etc.)
** Represents MdM during conferences and meetings (platforms, institutions, consultations, etc.) and identifies key stakeholders to pass MdM key messages in accordance with the advocacy strategy
** Carries out briefings to other team members

Skills Required:
Education and experience:
** Higher education in project management (five years` post-secondary school qualification)
** At least three years` experience in project management
** Experience in Harm Reduction projects
Skills:
** Plan, manage and adapt a project, including with short deadlines
** Create and choose appropriate indicators for the project
** Speak-up in public
** Work in a team and in partnerships
** Discuss, present arguments, negotiate and convince authorities and partners
** Manage and follow a budget
** Grasp and master the MdM battles, adherence to Mdm values and positions
** Adaptability, creativity and flexibility
** Great communication skills: oral and written
** Analytical capacity: identify stakeholders, target audiences, information and political change needs and opportunities.
** Draft and format notes, documents and/or reports relating to the specialist area
** Create and develop a network
Management skills:
** Take decisions and arbitrate
** Draft action plans and follow-up indicators and results in a given area
** Organise activities and objectives, distribute workload
** Communicate with the team
** Assess and develop colleagues` skills
Languages:
English and Armenian or Georgian are mandatory (excellent level required in both oral and written)
Conditions Of Employment:
** Type of contract: Fixed term contract
** Duration: 12 months
** Rhythm: full-time
** Starting date: ASAP
** Location: Armenia, with regular travels to Georgia or Georgia with regular travels to Armenia
