The USAID Economic Governance Program is a five-year USAID funded Project implemented by Deloitte Consulting LLP in Georgia since December 2019.
The purpose of the USAID Economic Governance Program is to improve economic governance and leadership in Georgia. Good economic governance is defined as a system for developing, implementing, and enforcing economic policies, rules, and regulations that are predictable, consistent, transparent, inclusive, and cost-effective. Building on the progress of the government`s economic reform agenda, this program will support the sustainability of the consultative economic reform-making process and promote the formulation, adoption and implementation of priority economic reforms.
It is expected that with improved economic governance, Georgia will be recognized for its transparent, predictable, and inclusive business environment and will attract investments that can fuel the country`s journey to self-reliance in the future.
RFA summary and funding opportunity:
The USAID Economic Governance Program is pleased to release a grant opportunity announcement: CSOS AND PSAS CAPACITY BUILDING TO EFFECTIVELY ENGAGE IN EU ACCESSION PROCESS_ ENVIRONMENT AND CLIMATE CHANGE
Under this scope of work (SOW), the grantee shall cover the EU acquis/policy areas as included in
Chapter 27 (Environment and Climate Change), which covers general principles of transparency, equal treatment, free competition and non-discrimination, and specific EU rules on coordination of the award of public contracts for works, services and supplies for traditional contracting entities for special sectors. The EU acquis also covers the rules on review procedures and the availability of remedies.
The Program anticipates awarding one (1) Fixed Amount Award (FAA) Grant in response to this RFA with the funding limit up to USD 40, 000 equivalent in local currency (GEL). Funding for this grant will be subject to donor approval, availability of funds and demonstrated successful past performance. Funding will be disbursed to the grantee in local currency.
Eligible entities:
To be eligible to apply for and receive funding under the USAID Economic Governance Program, the Applicant must meet the following criteria:
General eligibility criteria
** A non-U.S. non-governmental organization, for profit or nonprofit, registered in Georgia (e.g., NGOs, professional associations, research/ educational institutions, commercial organizations);
** Should not appear on the "List of Parties Excluded from Federal Procurement and Non-Procurement Programs";
** Shouldn`t be individual, political party, any governmental entity or official whether at national or municipal level;
** Shouldn`t be affiliated with the Program or any of its directors, officers or employees;
Organizations whose objectives are not consistent with the broad objectives of the USAID Economic Governance Program are also ineligible.
Additional Eligibility Criteria
The organization must:
** have demonstrated experience in technical areas relevant to the scope of work or grant focus;
** not be a USAID Economic Governance Program grant recipient of more than two awards;
** have been in existence for more than one year;
** be currently implementing activities in the geographic area or technical area for which it is applying;
** have minimum absorptive capacity and demonstrate the potential to acquire sufficient capacity to manage programs in a sustainable manner; and
** have a functional financial system.
In addition, all eligible applicants must ensure their ongoing relationships, associations, activities, and interests do not create a conflict of interest that could prevent full impartiality in implementation of the grant activities.
In accordance with 2 CFR 25, recipients of grant awards, foreign or domestic, of $25, 000 or more are required to obtain a Unique Entity Identifier Number and register themselves through the SAM.gov website.
Required Years of Experience: 1
Cost-Share Eligibility: To be eligible for a grant award the Applicants are expected to cost share the implementation of the proposed grant activity by minimum of 10 per cent (10%) of the total cost of the grant activity.
