Helvetas Branch in Georgia welcome applications from motivated individuals for the following job position at our office in Tbilisi, Georgia. The expected starting date is December 2026 or upon agreement.
The Local Economic Development Project is funded by the Swiss Agency for Development and Cooperation (SDC) and implemented by the HELVETAS Swiss Intercooperation and WINS Global Consult consortium.
The project aims to improve economic opportunities for people living in rural Georgia. It aims to achieve this through facilitating joint decision-making between key actor groups at municipal and regional levels (public sector, private sector, and civil society) to identify economic drivers and implement local economic development initiatives. The project adopts a Market Systems Development (MSD) perspective, focusing on a systemic and facilitative approach. The project supports the decision-making process and strengthens cooperation between local and central levels.
The LEDP is looking for a high quality, high performance, self-motivated advisor to join the team as the project moves into an exciting new phase from December. We are looking for someone who knows their way around both local and national government landscapes and understands the opportunities and challenges facing efforts to strengthen learning processes and capacities with respect to local economic development (LED), and in advocating and mobilising good practice replication, scale and institutionalisation. Importantly, we are looking for someone willing and able to embrace the market systems development approach in how s/he will work and join a team committed to transformational change and sustainable development outcomes in Georgia.
The LED Advisor - LED Good Practice Capitalisation and Replication will lead the project`s work to identify, codify, document and disseminate lessons learned and good practice examples related to LED practices and application in Georgia. S/he will support local and national partners to capitalise on that learning and drive an agenda to adapt, replicate, scale and institutionalise good practices in LED. The work will be wide-ranging, including support to municipal and national actors in monitoring and capturing good LED practices; working with academia, public and private sector actors to document, codify and disseminate learning around good practices, and supporting national stakeholders to advocate and lead good practice replication and scaling. S/he will lead project work to strengthen the environment for learning and adaption in LED and promoting the uptake of LED innovations and good practices. S/he is expected to be able to travel on business trips on a needed basis.
MAIN TASKS
Lead on Project intervention and partnerships relating to LED good practice learning, adaptation, capitalisation, dissemination and replication. Specifically:
** Identify and develop a robust project intervention strategy and vision by building on a market systems development approach, and working with Team Leader and the other LED Advisors
** Support municipal, private sector and national partners in strengthening the systems and functions supporting monitoring, learning and adapting LED good practices
** Support municipal, private sector and national partners in strengthening the systems and functions supporting local and national good practice capitalisation, codification, dissemination and replication
** Guide and contribute to Project team and partner efforts to identify, codify, disseminate knowledge and information on LED good practices and support good practice replication and scale-up
** Identify and develop key partnerships and Project support / tactics
** Collaborate directly with relevant public and private sector organisations in pursuit of Project strategy and agenda, ensuring alignment between Project and local actor goals and objectives
** Monitor and evaluate impact of Project strategy and activities and lead recommendations for Project and Intervention adaptation and improvement
** Coordination and collaboration with other LED Advisors to ensure cross-intervention area synergy and learning
** Contribute to communications efforts and outputs in accordance with the agreed Communications Plan (s)
YOUR QUALIFICATIONS:
** Master`s Degree in closely related subjects desirably in Economic Development Planning
** Knowledge of Market System Development (MSD)
** A minimum of 7 years of local economic development-related experience in Georgia, including practice-related research and lesson learning experience
** A strong background in process, practice and policy research and monitoring, and lesson harvesting / learning
** A strong background in managing and/or undertaking quality research activities and outputs
** Expertise in generating and communicating high impact policy and practice think pieces and reports
** Strong experience in facilitating dialogue between stakeholders, including both public and private sector stakeholders
** Proficiency in developing and implementing research activities, and output development and quality assurance
** Proven skills in designing, leading and facilitating multi-stakeholder events (meetings, workshops, conferences, other events)
** Quantitative and qualitative research and analysis skills
** Excellent verbal and written communication skills in both English and Georgian
** Excellent diplomacy, negotiation and relationship-building skills
