Helvetas Branch in Georgia welcome applications from motivated individuals for the following job position at our office in Tbilisi, Georgia. The expected starting date is December 2026 or upon agreement.
The Local Economic Development Project is funded by the Swiss Agency for Development and Cooperation (SDC) and implemented by the HELVETAS Swiss Intercooperation and WINS Global Consult consortium.
The project aims to improve economic opportunities for people living in rural Georgia. It aims to achieve this through facilitating joint decision-making between key actor groups at municipal and regional levels (public sector, private sector, and civil society) to identify economic drivers and implement local economic development initiatives. The project adopts a Market Systems Development (MSD) perspective, focusing on a systemic and facilitative approach. The project supports the decision-making process and strengthens cooperation between local and central levels.
The LEDP is looking for a high quality, high performance, self-motivated advisor to join the team as the project moves into an exciting new phase from December 2026. We are looking for someone who knows their way around the local government landscape and understands the opportunities and challenges facing public and private sector stakeholders in generating, analysing and using relevant data to support local economic development (LED) and investment strategy dialogue, prioritisation and planning. Importantly, we are looking for someone willing and able to embrace the market systems development approach in how s/he will work and join a team committed to transformational change and sustainable development outcomes in Georgia.
The LED Advisor - LED Data and Dialogue will lead the project`s work to support efforts to strengthen the evidence base and analysis driving local economic opportunity identification, prioritisation and consensus building amongst public and private sector stakeholders. The work will be wide-ranging, including support to municipal and national actors to strengthen the quality and relevance of data and analyses underpinning the development of local economic development investment proposals and projects; developing innovative mechanisms to sustain training services to support data analysis and planning skills amongst municipal personnel; and strengthening processes and platforms for sector - and/or intermunicipal dialogue towards coordinated local economic development prioritization and planning. S/he will lead project work to strengthen data, and information flows within and between public and private sector stakeholders at local level and between local and national stakeholders, working closely with colleagues leading on investment mobilisation and LED good practice capitalisation and replication. S/he is expected to be able to travel on business trips on a needed basis.
MAIN TASKS
Lead on Project intervention and partnerships relating to LED-relevant data generation, analysis and dialogue. Specifically:
** Identify and develop a robust project intervention strategy and vision by building on a market systems development approach, and working with Team Leader and the other LED Advisors
** Support municipal, private sector and national partners in strengthening the systems and functions supporting LED-relevant data generation and analysis
** Support municipal, private sector and national partners in strengthening the systems and functions supporting multi-stakeholder dialogue in the identification and prioritisation of high potential investment opportunities
** Contribute to Project and partner efforts to learn, adapt and replicate good practices with respect to LED data, analysis and dialogue
** Identify and develop key partnerships and Project support / tactics
** Collaborate directly with relevant public and private sector organisations in pursuit of Project strategy and objectives
** Monitor and evaluate the impact of Project strategy and activities
** Development and delivery of annual work programmes and related budgets in line with agreed Intervention area strategy ensuring the quality and integrity of Project and Intervention area outputs
** Day-to-day management of Partnership Agreements / Memoranda of Understanding / Contracts and related activity, contribution and commitment obligations and deliverables
** Work with LEDP support team in facilitating and organising scheduled events / workshops / meetings that form part of the Intervention area activity plans
** Coordination and collaboration with other LED Advisors to ensure cross-intervention area synergy and learning
YOUR QUALIFICATIONS:
** Master`s Degree in closely related subjects desirably in Economic Development Planning
** Knowledge of Market System Development (MSD)
** A minimum of 7 years of local economic planning and/or development-related experience in Georgia
** A strong background in supporting and/or facilitating local public sector capacity building, particularly in the field of local economic development and planning
** Experience in supporting and mobilising public-private dialogue and dialogue platforms
** Familiarity with (economic) data analysis, financial analyses and/or business appraisals
** Quantitative and qualitative research and analysis skills
** Skills in leading and facilitating multi-stakeholder events (meetings, workshops, conferences, other events)
** Strong leadership and management capabilities
** Excellent communication, negotiation, and relationship-building skills
** Excellent verbal and written communication skills in both English and Georgian
