The Ministry of Environmental Protection and Agriculture of Georgia (MEPA), as an Implementing Agency of the Climate Smart Irrigation Sector Development Program (CSISDP) is soliciting applications for the position of National Policy Coordinator.

The project implementation unit (PIU) is looking for National Policy Coordinator, who will support overall tasks of the projects related to Policy Coordination issues.

The Consultant shall be responsible for:

(i) Support head of PIU to Coordinate with relevant stakeholders, including within MEPA, on the
(ii) implementation of the Policy Matrix actions to ensure consistency and synergy.
(iii) Coordinate and support timely implementation of the Policy Matrix considered under the project, ;
(iv) Ensure coordinated and harmonious implementation of interrelated components, support
(v) identification of the possible overlaps between the projects;
(vi) Support organization of the monthly coordination meetings between PIUs and MEPA management;
(vii) Monitor and report the implementation progress of various policy actions.
(viii) Conduct regular assessments and prepare reports on policy implementation and outcomes.
(ix) Recommend corrective actions to address policy-related challenges and issues.

The individual consultant shall meet the following qualification and experience requirements:

1. The successful applicant shall meet the following minimum requirements:

Qualification: A degree in Public Policy, Political Science, Law, Economics, or a related field.
General experience: At least 8 years of experience in policy analysis, development, and application.
Specific experience: At least 5 years of direct working experience in policy analysis, coordination with
IFIs, ADB, or other international donor financed projects, as well as proven experience in stakeholder
engagement and coordination is the must. Strong knowledge of national policy and regulatory frameworks
relevant to the project is required.
Skills: Proficiency in MS Office applications (Word, Excel, PowerPoint, Outlook). Excellent analytical,
organizational and communication skills. Ability to work effectively in a team and manage multiple
tasks. Proficiency in English language is required.
The consultant will be engaged initially for 12 months period, with possibility of contract extension.
Consultant will be selected in accordance with the Individual Consultants Recruitment procedures set out in Asian Development Banks guidelines.
