The Dairy Modernization and Market Access (DiMMA) Programme funded by The International Fund for Agricultural Development (IFAD) invites experienced local individuals to express interest for the Project Management Unit (PMU) regional staff position:
DiMMAdapt Project Coordinator/Climate Change Specialist (local individual)
The DiMMAdapt Project Coordinator/Climate Change Specialist (here and after "Consultant") will provide services to The Dairy Modernization and Market Access (DiMMA) Programme (here and after "Project" or "DiMMA"), which aims at rural economic development and poverty reduction by contributing to the modernization and emergence of a competitive, diversified, resilient and sustainable dairy industry in Georgia.
DiMMA will be executed over a seven-year period, starting in 2019. The total cost of the programme is about EUR 46.9 million. The implementation agency of the Project is the Ministry of Environmental Protection and Agriculture of Georgia (MEPA) and coordinated at by the Project Management Unit (PMU) at MEPA that is responsible for the execution of the IFAD and Adaptation Fund (AF) funded agricultural projects in Georgia.
This Project is one of the key elements of the Government of Georgia`s ongoing investments to modernize the Georgian dairy sector. Although DiMMA is being implemented in six regions: Samtskhe- Javakheti, Samegrelo-Zemo Svaneti, Imereti, Racha-Lechkhumi-Qvemo Svaneti, Kakheti and Qvemo Qartli Regions, DiMMAdapt covers/works only in the first three - Samtskhe- Javakheti, Samegrelo-Zemo Svaneti, Imereti - regions.
The overall goal of the project is to reduce the vulnerability of the dairy value chain to the deleterious impacts of climate change and the project objective is to enhance the resilience to climate change of vulnerable dairy producers.
DiMMAdapt is a program of the Adaptation Fund fully integrated into DiMMA and aimed at reduction of the vulnerability of the dairy value chain to the negative impacts of climate change.
Programme area and target group: DiMMAdapt interventions are solely implemented in the three regions of Imereti, Samegrelo-ZemoSvaneti, Samtskhe-Javakheti. DiMMA`s benefits will reach three categories of value chain actors comprising; (i) a) Progressive dairy producers (PDP) - farmers with 6-20 cattle, b) market vulnerable dairy producers (MVDP) - farmers with 1-5 cattle (ii) farm level service providers (FLSPs), providing specialized services and inputs to dairy producers; and (iii) dairy aggregators (collectors), who will develop market linkages with the dairy producers.
The Development Objective of the DiMMAdap component is to "Enhance the livelihoods and resilience of smallholder dairy producers, especially in mountain areas, and improve the management of the natural resources".
The Programme will achieve the stated goal and objective through a number of outputs, of which, in direct relation with DiMMAdapt interventions:
1. An enabling environment developed through training and capacity building (demonstration plots established and relevant trainings conducted)
2. Pasture management plans developed (for private and collective pasture users) and implemented with relevant trainings.

In order to Coordinate the activities that are being implemented under DiMMAdapt, the project management intends to recruit a full-time national consultant.
The Coordinator/Climate Change Specialist is a PMU staff position. The Consultant will work under the direct supervision of the DiMMA Project Manager.
He/she will work in close cooperation with the DiMMA`s Livestock Specialist, the M&E Specialist as well as any other contributing parties.
Her/his specific duties will include to:
** Lead and coordinate the activities under DiMMAdapt project in collaboration with other activity leads;
** Update an implementation plan for project interventions and activities, including implementation modalities and time schedule in close collaboration with the Project Manager, project Livestock Specialist, project M&E specialist, as well as any other contributing parties; in case of additional grant financing for the DiMMAdapt+ project lead the Project Implementation Plan (PIM) preparation process in close cooperation with project staff above to finalize PIM for additional financing until April 2026;
** Oversee activities implemented by third party service providers (including SP1 and SP2) and ensure contract terms are adhered to, including implementation schedules and reporting requirements;
** Oversee activities implemented by The LEPL - National Agency of Sustainable Land Management and Land Use Monitoring and ensure agreed implementation arrangements and reporting requirements are adhered to, as defined in the contract.;
** Provide technical support as well as strategic guidance to project staff as well as subcontracted service providers as needed;
** Maintain close coordination/linkages with all technical implementation partners (ministries and governmental agencies, municipalities and local governing institutions, private service providers, NGOs, etc).;
** Contribute to overall coordination of the DiMMA project, guide regional staff in performing DiMMadapt related activities and reporting needs;
** Analyze regional staff reports and contribute to project reporting as required by the DiMMA Project Manager, IFAD, AF and MEPA;
** Ensure the implementation of SECAP activities related to environment and climate change aspects, particularly with regards to ESI assessments and ESMPs;
** Contribute to strategic and implementation planning of the project, preparation of AWPB among them;
** Support DiMMA Monitoring and Evaluation (M&E) specialist while developing monitoring systems in order to capture progress and impact of DiMMAdapt activities over the life of the project;
** Perform any other project related tasks assigned by the DiMMA Project Manager.
Duration, location and employment conditions
The Consultant will perform the assignment based on a Time-Based contract concluded with him/her by the MEPA. The duration of the assignment will run until 30 June 2026 and may be extended subject to satisfactory performance and availability of funds.
The duty location for this assignment is Tbilisi. The assignment may require some travels in the selected municipalities within the target regions.
The expected starting period is December 2025.
Required Qualifications:
The candidate should have the following skills and knowledge:
** A postgraduate degree in Environmental Science and Sustainability, Natural Resource Management or Agriculture.
** At least 8 years of responsible professional experience in rural development, agriculture, environmental policy, climate change adaptation and /or sustainable rural development.
** At least 5 years of experience in the implementation of development projects - demonstrated technical skill of project design, technical execution, monitoring & management.
** At least 2 years of experience in managing resource - human, financial and material.
** A solid knowledge of environment, agriculture and development-related policies and legislation in Georgia is an asset.
** Demonstrated ability to take initiatives, to synthesize, to conceptualize complex issues and to write reporting documents.
** Results-oriented, team player, with demonstrated ability to work in a multi-sectoral context and communicate effectively with other disciplinary specialists.
** Oral and written fluency in English is required.
