A leading company from Energy Sector is seeking an experienced, strategic, and results-driven individual to lead our Human Capital Management (HCM) Department.

The Head of HCM will be responsible for developing and executing an HR strategy that aligns with and supports the overall organizational goals and strategic direction, ensuring we attract, develop, and retain top talent.

Duties & Responsibilities

The Head of Human Capital Management Department will manage and be responsible for the following key areas:

Strategy & Policy Development

** Develop and formulate Human Resources Management policies that are fully aligned with the organization`s overall strategy.
** Ensure the establishment and implementation of relevant procedures and programs across all HCM functions.
** Drive the development and refinement of HR initiatives as needed, ensuring continuous alignment with organizational strategy.
** Conduct labor market analysis and provide relevant recommendations to the management team.

Compliance & Operations

** Ensure all Human Resources Management processes and operations are in full compliance with Georgian legislation.
** Oversee the development, refinement, and implementation of employee salary, bonus, and calculation systems.
** Develop and implement systems for job analysis, succession planning, compensation policy, and other critical HR systems.
** Manage the company`s Staff Cost budget planning and monitor its execution.

Talent Acquisition & Development

** Ensure the analysis of human resource needs and strategic workforce planning.
** Oversee the development and execution of transparent and objective systems for employee selection, performance evaluation, and career development.
** Delegate tasks to subordinate employees, control the work performed, and actively promote their motivation and professional development.

Organizational Culture & Optimization

** Implement measures necessary for the creation and support of the corporate culture.
** Ensure the execution of various organizational surveys, analysis of results, and implementation of corresponding corrective measures.
** Ensure the popularization of the organization`s image as an employer and implement corresponding policies (Employer Branding).
** Initiate structural changes and ensure resource optimization within the department and organizationally, where necessary.

Reporting & Management

** Provide periodic reporting on the department`s activities to the General Director and Administrative Director.

Required Qualifications

** Education: A Bachelor`s degree in Business Administration, Management, or Organizational Psychology. An MBA or a professional certification such as SPHRi or a similar qualification is highly preferred.
** Professional Experience: Minimum of 8-10 years of progressive experience in Human Resources Management, with at least 3-5 years in a senior managerial role, preferably in the energy or a similar industry.

Knowledge & Skills:

** Proven ability to develop and execute an HR strategy that directly supports and drives organizational business objectives.
** Deep and current knowledge of Georgian labor legislation and regulatory requirements to ensure full organizational compliance.
** Expert-level knowledge in designing and implementing core HR systems, including:
** Performance Management and Appraisal Systems.
** Talent Acquisition and Selection methodologies.
** Career Development and Succession Planning (including Succession Planning)
** Comprehensive experience in developing and administering competitive compensation structures, bonus systems, and benefits programs.
** Proven ability to manage, plan, and control the Staff Cost budget.
** Excel Advanced user.
** Fluency in English, Russian and Georgian is mandatory.
** Familiarity with HR Management Information Systems.
