The NATO Liaison Office in Georgia (NLO) represents NATO in Georgia, facilitates political- military dialogue and practical cooperation under the NATO-Georgia Commission in support of Georgia`s efforts to join NATO, enhances civil and military cooperation between NATO and the Government of Georgia in support of Euro-Atlantic Integration goals described in the Annual National Plan.

This position works in partnership with DCB Trust Fund Officer to provide administrative and programmatic support and advice to the Substantial NATO-Georgia Package (SNGP) Core Team and the SNGP Initiative Leaders/Advisors (Resident and Non-Resident) on the development of project plans, budgets, financial and admin/procurement management procedures and practices, prepares regular and ad hoc reports on SNGP project financial and admin management, and ensure that all project funds are managed according to NATO accounting policies and standards. In addition, the position works closely with the Georgian Authorities coordinate and deliver projects within the framework of the SNGP.

2. QUALIFICATIONS AND EXPERIENCE ESSENTIAL

The incumbent must:

** Be a citizen of Georgia or have permanent residence in the country;
** Possess a first level university degree in financial, business administration, political science, security/defence studies or other relevant disciplines;
** Have a minimum of three years of relevant work experience in project financial administration and procurement processes or administrative support.
** Have some previous experience drafting reports and memos, project proposals and making presentations;
** Previous experience in developing project proposals, drafting reports, and making presentations;
** Previous experience working in international environment;
** Have excellent computer skills (office applications);
** Languages: English, level 4 (Upper Intermediate); local language (s), level 6 (Proficient);
** Have no criminal record and pass security clearances.
** Be flexible to work outside of normal office hours in response to crises and urgent requirements, if and when required;

DESIRABLE

The following would be considered an advantage:

** Have experience in fund / project management in a national or international organization;
** Experience in administrative support, financial / resource management systems;
** Have experience within multidisciplinary and multi-cultural environments dealing with a variety of stakeholders;
** Previous work experience in an international organization, embassy, or a military environment;

3. MAIN ACCOUNTABILITIES:

** Provide advice on projects to the SNGP Team in Georgia and non-Resident SNGP Initiative Leaders/Advisors;
** Maintain and manage administrative processes and procedures related to projects with the relevant Authorities in Georgia and other relevant stakeholders;
** Maintain the SNGP Initiatives and administrative files and support the knowledge management coherence in the SNGP related to projects;
** Oversee and coordinate project management activities in support of the Trust Fund Officer and provide procurement inputs/documentation for validation and processing by the NASO Finance and Administration Coordinator;
** Oversee and monitor project budgets and service contracts, ensuring supporting documentation is complete and accurate, and provide required inputs to the IS Coordinator for financial processing, ERP submissions, and reporting;
** Provide oversight and coordination for meetings, conferences, and official visits, delegating logistical support to the Programme Assistant and administrative staff as appropriate;
** Prepare meeting agendas, reports and action documentation resulting from these meetings, necessary travel arrangements and mission coordination, as well as coordination of leave plans;
** Plan, implement, evaluate and close projects; support the day-to-day implementation of assigned projects. Collect, categorize, and track relevant information required for various tasks and projects;
** Liaise with points of contact to ensure efficiency in daily management of workload and processes. Be the point of contact for initial requests of a various nature. Maintain all lists of internal and external contacts;
** Ensure that day-to-day processing and payment administration is carried out by support staff.;
** Organize and plan activities related to internal projects/programmes, as directed, within own area of expertise. Support organizing and planning of external activities and events such as Away Days, workshops and seminars for large groups. Perform any other related duty as assigned;
** Represent projects with third parties (NATO Headquarters, Allied and Partner Embassies, international organizations, national partners);
** Conduct written and oral business communication, prepare events, meetings, and visits in the frame of specific projects;
** Translate correspondence and non-technical texts from English into local Georgian and vice versa;
** Maintain a professional, courteous and responsible client-oriented manner and maintain the absolute confidentiality and security of NATO information;
** Perform other duties, as required.

4. INTERRELATIONSHIPS:

This position reports to the SNGP NATO Core Team Leader and works in partnership with the DCB Trust Fund Officer and the Programme Fund Manager. The incumbent will collaborate with IS and LES colleagues across the SNGP team and the central admin team, liaising closely with the NASO Finance and Admin Coordinator.
