Government of Georgia and the World Bank jointly developed a new investment project in Georgia`s rural sector - Georgia Resilient Agriculture, Irrigation, and Land (GRAIL) Project. The total cost of the Project is 138, 600 mil EURO which is equally split (50/50) between IBRD and the State budget of the Government of Georgia.
The Project Development Objective (PDO) is to: (a) improve irrigation, and drainage services, and agricultural production in project areas, and (b) strengthen national irrigation and land management institutional capacity for climate resilient planning.
The primary beneficiaries of the Project comprise farmers and agricultural enterprises across the project targeted regions. Overall, the rural population will benefit from enhanced services provided by land management, irrigation services, and agricultural support. In the public sector, the Project will support institutional strengthening of the Ministry of Environmental Protection and Agriculture (MEPA), including Georgian Amelioration (GA), the National Environment Agency (NEA), Rural Development Agency (RDA), and National Agency for Sustainable Land Management and Land Use Monitoring (LMA).
The Project will enhance land administration service delivery and support building digital infrastructure by enhancing National Agency of Public Registry (NAPR)`s information technology systems, development of e-services and further support NAPR`s effort in operationalizing of National Spatial Data Infrastructure (NSDI).
Project has a strong focus on climate resilience and rural livelihoods through a holistic and integrated approach. It will include the following components:
Component 1: Resilient Irrigated Agriculture, divided into three sub-components: 1) Subcomponent 1.1: Irrigation & Drainage Infrastructure Rehabilitation and Modernization; 2) Subcomponent 1.2: Irrigated agriculture and value chain development; and 3) Subcomponent 1.3: Improved Performance of Irrigation Service Delivery.
Component 2: Improved Land Management Capacity, comprising of two sub-components: 1) Subcomponent 2.1: Strengthening of agricultural land management and monitoring; and 2) Subcomponent 2.2: Enhancement of the land administration service delivery and building digital governance infrastructure.
Component 3: Project Management, which will finance two Project Implementation Units that will be responsible for project management: One Project Implementing Unit (PIU) is established within MEPA, which is responsible for management of Component 1 and Subcomponent 2.1. The second PIU is established within the NAPR, the Project Implementing Entity and will be responsible for implementation of Subcomponents 2.2 and 3.2.
Sub-component 2.2 - Enhancing land administration service delivery and building digital governance infrastructure by:
enhancing NAPR`s information technology systems, particularly the IPRS by focusing on upgrading of the core cadastre and registration systems, development of selected e-services through innovative technologies to further improve NAPR customers` experience; and
Designing, developing, and deploying of the National Spatial Data Infrastructure by NAPR in collaboration with other institutional stakeholders including by focusing on capacity building, training, knowledge sharing and incorporating best international practices.
The Full-Stack developer assumes a vital role in software development. Developer works in cooperation with project system architects and a team of developers to develop and maintain software solutions, tailored to the needs of the NAPR.
Scope of Work and Responsibilities:
** Participates in enhancing the IPRS and upgrade of cadaster and registrations systems and development of the NSDI IT infrastructure with Particular focus on i) Systematic and Sporadic Registration and ii) ** Addressing segment of the IPRS;
** Participates in the entire application lifecycle, focusing on coding and debugging.
** Maintaining and managing existing applications by fixing bugs, adding new features, and updating design elements.
** Gathers and address technical and design requirements.
** Liaise with developers, designers, Business analysts, Product owners, and system administrators to identify new features.
** Works on the tasks set by the system architect/lead/senior programmer and their implementation;
** Familiarizes with the given task, and provides appropriate corrections and recommendations within the scope of its functions;
** Writes clean, reusable code to develop functional web applications.
** Manage and optimize scalable distributed systems.
** Performs Unit tests to optimize performance, and ensure business needs are met for regression testing.
** Collaborates with Back-end developers to integrate user-facing elements with server-side logic.
** Manages cutting-edge technologies to improve legacy applications.
** Follows with internal technology standards.
** Provides an approximate estimate of the terms of realization of the set goals;
** Provides troubleshooting support, by assisting with technical support if problems are found in the software operations;
** Provides training and support to junior developers and lower-ranking programmers of the NAPR IT department;
** Ensures information security, including protection of personal data, within its competence;
** Develop and update necessary software documentation to facilitate system maintenance and upgrade.
** Ensures compliance with instructions and assignments of the System Architect;
** Hands over the full source codes including all developed libraries and other items related to the carried out assignment to the NAPR IT Department.
** Design, develop, and implement full-stack solutions, managing both frontend and backend components. ** Develop dynamic and responsive user interfaces using advanced JavaScript frameworks (e.g., React, Angular, Vue.js) along with a solid foundation in Vanilla JavaScript.
** Build and maintain robust backend systems using PHP and its popular frameworks (e.g., Laravel, Symfony), ensuring efficient database interactions, particularly with Oracle DBMS.
** Good understanding design patterns
** Good understanding MVC and HMVC structure design
** Lead integration of front-end UI with the constructed APIs.
** Ensure application performance, quality, and responsiveness, while also pushing forward project milestones within an Agile development framework.
** Collaborate closely with other team members and stakeholders to provide technical insight and solutions in the planning phase.
** Perform comprehensive testing using frontend and backend testing frameworks to ensure application reliability and security.
Required Qualifications, Skills, and Experience:
** Bachelor`s degree in Information Systems, Computer Science, or Software Engineering is preferred.
** At least 5 years of professional experience as a Full-stack Developer.
** Extensive experience with PHP and its frameworks such as Laravel and Symfony for robust backend development.
** Advanced proficiency in JavaScript, including ES6+, and frameworks like React, Angular, or Vue.js for frontend development.
** Using JS libraries Webpack, babel, gulp, jQuery
** Strong expertise in Oracle DBMS; familiarity with OCI Library is a plus.
** Deep understanding of HTML, CSS, and responsive design principles.
** Proficient in Git for version control and Agile methodologies for software development.
** Solid knowledge of Linux environments.
** Exceptional problem-solving skills and the ability to perform complex system integration tasks.
** Excellent time management skills to handle multiple projects simultaneously without compromising quality.
** Strong communication skills, capable of mentoring junior developers and collaborating with cross-functional teams.
** Commitment to maintaining high coding standards and improving user experiences.
Duration
Duration of the assignment is 12 months

In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any remuneration in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the client under the contract. The contract shall include provisions limiting future engagement of the consultant for other services resulting from or directly related to the firm`s consulting services in accordance with the requirements of paragraphs 3.16, 3.17 and 3.18 of the Guidelines.
