EUMM - EU Monitoring Mission in Georgia is pleased to announce an opening for the position of Mechanical Engineer (Ref: EUMM/HRS/NAT/2025/004).

Function: Mechanical Engineer
Salary Level: As per the EU rules for the Locally Employed Staff of the European Commission Delegation in Georgia.
Job Description 1. Reporting Line
The Mechanical Engineer reports to the Head of Facilities Management Unit.
Main Tasks and Responsibilities:
** To supervise the maintenance activities at the Centralized Heating, Ventilation and Air-Conditioning (HVAC) system of the EUMM Facilities.
** To assure cost efficient and energy saving Facility Management services.
** To monitor external contractor performance and to provide continuous Quality Control (QC).
** To certify invoices issued by the suppliers in his/her areas of responsibility.
** To assist in analyzing contractor`s technical reports and test results to ensure conformity with technical and contractual requirements and to make recommendations for further actions.
** To assist in contracting and procurement activities, including technical evaluation of bids, processing of technical contract administration and to provide on-site technical assistance.
** To assisting in drafting and preparation of Technical Specifications and Bill of Quantities for the Mechanical Engineering installations.
** To prepare correspondence, presentations, reports, database queries and statistics as required using modern office automation equipment and software.
** To plan, coordinate and supervise the operation and maintenance of the building mechanical equipment, systems and external utilities.
** To plan, coordinate and supervise the maintenance of specialized mechanical equipment.
** To support utility consumption analysis and optimization.
** To support planning and implementation of minor infrastructure projects.
Essential Qualifications and Experience:
** Successful completion of university studies of at least 3 years attested by a diploma OR a qualification in the National Qualifications Framework which is equivalent to level 6 in the European Qualifications Framework OR a qualification of the first cycle under the framework of qualifications of the European Higher Education Area, e.g. Bachelor`s Degree. The qualification should be in Mechanical Engineering or other related field; AND
** After having fulfilled the education requirements, a minimum of 4 years of relevant and proven full-time professional experience in the private and/or public sector;
** Enjoy full civil rights and do not have a criminal record;
** Physical fitness to perform the duties relating to the post. Such physical fitness should be attested by a medical certificate.
** To be in possession of valid category B driving license.
Essential Knowledge, Skills and Abilities:
** Fluency in English and Georgian languages (oral and written);
** Experience in positions requiring excellent analytical and organisational skills, with a service-minded and project-oriented approach;
** Experienced user of Microsoft Office (MS Word, Excel, Power Point, etc.) and databases;
** Excellent communication skills to work with people at all levels within the organization, and with people in other organisations;
** Excellent analytical and organisational skills, with a service and project-orientated approach;
** A self-starter. To have strong sense of initiative, responsibility and autonomy;
** To deliver work on time and to agreed standards, even under pressure;
** To have a strong sense of confidentiality and discretion in dealing with Mission-related matters;
** Ability to remain calm whilst working in a busy, sometimes stressful environment;
** Ability to adhere to EU fundamental values and standards.
Desirable Qualifications and Experience:
** Knowledge of CAD programme (AutoCAD or ArchiCAD) would be an asset;
** Professional experience in the operation and maintenance of centralized Building Management Systems would be an asset;
** Professional experience in an international organisation working with people from diverse backgrounds;
** Experience in analysing of large data would be an asset.
Desirable Knowledge, Skills and Abilities: Knowledge of Russian language (oral and written)
Note: This is a contracted position (Function Group II), governed by General service conditions of Local Staff employed by EUMM Georgia, serving in Georgia.
Gross Salary: 5, 649 GEL per month or higher, depending on the relevant and proven past professional experience of the successful candidate acquired after fulfilment of educational requirements of the post.
