CONTEXT:
MdM France has been working in Georgia since 2004 mainly on Harm Reduction projects related to HIV and HCV. In 2023 Médecins du Monde has developed the CUTTS HepC (Catalyse uptake of Under-utilised Tools & Treatment Simplification for HepC) project, funded by Unitaid (January 2023 - March 2027; $9.3M). MdM is the leader of a consortium formed with three other partners (INPUD, Burnet Institute, University of Bristol). This pilot program focuses on the prevention, screening, and treatment of hepatitis C among people who use drugs (PWUD), with a strong research and demonstration component. It aims to improve access to new or under-used prevention tools such as (low dead space syringes), to implement simplified screening protocols and integrated management models (treatment as prevention). It is being implemented in Armenia, Georgia, and Tanzania, and will be developed in coordination with the two other consortia selected by Unitaid under the same call for projects (the "Hepatitis C portfolio").
In Georgia, a number of actions have been initiated over the past year to prepare for the launch of interventions in summer 2024: development of research protocols with the country-specific investigator, identification of procurement processes, development of partnerships at operational level with a number of civil society organizations and institutional stakeholders working on the HCV national elimination program and the needle & syringe program, etc.
As we approach the launch of activities, including the training of all those involved, at the beginning of 2025, the CUTTS HepC team in Georgia would like to strengthen its technical capacity by recruiting a medical advisor to support the project, in addition to the guidance provided by the country-specific investigator.
MAIN RESPONSIBILITIES:
The Medical Advisor is supervising and facilitating the implementation of CUTTS HepC medical activities and guaranteeing their technical quality.

Technical supervision of: Site Investigators, Study medical staff
Other: Work in close collaboration with the MEAL officer, the country-specific investigator and the consortium partners (especially research partners)
ROLES
A. Technical support to research implementation
** Ensure oversight of and adherence to the two research protocols on "Simplifying hepatitis C pathways for people who inject drugs in Georgia" and "Evaluating the feasibility and impact of distributing low dead space injecting equipment/syringes to people to people who inject drugs (PWID) in Georgia".
** Contribute to the planning of, and facilitate research trainings for study staff, in collaboration with research partners and the country-specific investigator.
** Contribute to the adjustment of SOPs to the context of Georgian sites, from a technical perspective, and ensure adherence by the medical staff.
** Contribute to the preparation and implementation of medical procurement procedures, in terms of purchase and storage.
** Provide technical support to site medical staff and follow-up on study participants` treatment.
** Provide technical oversight and support to study staff during research implementation:
** Visit project sites (at least once a month for each site)
** Ensure compliance with protocols, SOPs and Good clinical Practices (GCPs)
** Identify training needs
** Supervise MEAL officer tasks in data collection activities (in RedCap and Monitool platforms) and review collected data to ensure accountability and data security.
** Participate in analyzing country-level results and writing scientific papers for peer review/policy briefs, as well as conference abstracts.
** Ensure alignment of the research protocols with the country`s ethical requirements and support the procedure for renewing ethical clearance for the studies.
** Identify any technical issues or challenges and provide recommendations for improvement.
** Holistic technical approach: ensuring the project integration into the overall mission strategy to enhance/optimise program effectiveness and alignment with organizational goals, focusing on clinical and public health considerations.
B. Contribute to the overall project implementation
** Contribute to engaging national stakeholders (especially technical / medical stakeholders) on HCV-related initiatives, fostering collaboration and information exchange.
** Contribute to annual protocol revisions and submitting them to the local ethics committee for an approval.
** Contribute to identifying mechanisms for gathering feedback from program beneficiaries and stakeholders. Support the implementation of those accountability initiatives (such as complaint and response mechanisms).
** Advise on and support the development of the project`s strategy (based on the approved research protocols), the implementation of corrective measures and adapting the planning if necessary
** Collect reports from Site Investigators, combine them, and submite to Program Manager for the semi-annual and annual narrative reporting.
** Contribute to project reporting (internal & external) on medical activities, according to project deadlines.
** Collect HCV-related medical data requtested by the MdM HQ and partner organizations (Burnet Institute, INPUD, WHO, etc.).
** Take an active part in disseminating the results of the study in relevant spaces, preparing proper closure and potential scale-up if the results prove satisfactory.

SKILLS REQUIRED:
Training & Experience:
** Medical doctor, preferably infectious diseases. with minimum 3 years of relevant experience in surveys and the HCV field in Georgia. The candidate should be familiar with the national treatment protocols, ministerial orders, and other legal acts on HCV prevention and treatment. Practical experience in HCV treatment is an asset.
** Knowledge of country procedures for the procurement of medicines and medical equipment related to HCV prevention, testing and treatment
** Experience in harm reduction among people who inject drugs in Georgia
** Experience in designing qualitative and quantitative research, data gathering and analysis
Skills:
Oversight expertise: Strong knowledge and experience in collaborating with medical teams, data collection methods, and analysis techniques. Proficiency in using relevant software and tools for data management and analysis.
Data analysis and reporting: Ability to collect, analyze, and interpret data effectively to generate actionable insights and recommendations. Understanding project cycles, and excellent report writing skills to communicate findings clearly and concisely.
Research and assessment: Proficiency in conducting research, assessments, and evaluations using qualitative and quantitative methods. Familiarity with various evaluation approaches, such as baseline studies, impact assessments, and outcome evaluations.
Strong analytical and critical thinking: Ability to think analytically, identify trends and patterns, and draw evidence-based conclusions. Capacity to assess program strengths and weaknesses and propose evidence-based recommendations for improvement.
Stakeholder engagement: Effective communication and interpersonal skills to engage with diverse stakeholders, including program staff, beneficiaries, and international partners.
Training and capacity building: Train the project`s medical staff on the project`s protocols and procedures.
Adaptability and flexibility: Ability to work in dynamic and challenging environments, often in remote or resource-constrained settings. Flexibility to adjust oversight approaches based on contextual factors and emerging needs.
IT
** Knowledge of Microsoft Office pack is mandatory (Word, Excel, Powerpoint)
** Knowledge of REDCap is an asset

** Full professional proficiency in Georgian and English languages.
