About HEKS-EPER Georgia

HEKS/EPER is a Swiss aid agency dedicated to development, income generation, human rights, and emergency aid. Its strategy in the South Caucasus focuses on improving the living conditions of rural and disadvantaged populations while promoting peaceful coexistence in the region. HEKS/EPER operates in over 30 countries, implementing regional programs through partnerships with civil society organizations (CSOs) and managing mandates from various donors.

Project Overview

"Diversity for an Inclusive Future" is an EU-funded project led by HEKS-EPER Georgia in partnership with the Civil Education Teachers` Forum (CETF). Building on their extensive experience, the initiative promotes social cohesion, pluralism, and human rights, particularly for marginalized groups in the Caucasus. The project addresses structural and practical barriers that limit the participation of ethnic and religious minorities in civic and political life, including socioeconomic disparities, limited opportunities, and linguistic obstacles. It also seeks to enhance recognition of minority cultural contributions, counter nationalist narratives, and foster a more inclusive national identity. Additionally, the project responds to the shrinking civic space and political resistance to inclusive governance while tackling disinformation and foreign influence that undermine democratic values and social cohesion, particularly among minority communities.

Research Purpose, Objectives and scope of Work

As part of the project, HEKS-EPER Georgia is announcing a tender for conducting a quantitative research study on cultural diversity in Georgia.

The research aims to assess perceptions of social and cultural cohesion among different ethnic groups in Georgia and gather stakeholder insights on protecting and promoting cultural diversity.

The study focuses on three main research questions:

** How is cultural diversity perceived in Georgia? How do ethnic and religious groups describe and evaluate their relationships?
** What measures can improve interethnic relations and social cohesion?
The selected research company must conduct a quantitative field study across Georgia. Please see details attached.

Proposal Submission Requirements

Interested organizations must submit their proposals in accordance with the following requirements:

1. Pricing:

** Financial proposal should be submitted in EUR
** HEKS-EPER Georgia is VAT exempt under this EU-funded project. Ensure all quoted prices exclude VAT.

2. Proposal Submission Format:

** Proposals must be submitted in English using the enclosed format.
** Proposals submitted in other formats or after the deadline will not be considered.
** For transparency, proposals must be submitted in sealed envelopes.

3. Evaluation Criteria:

** Proposals will be assessed based on reliability, methodology, pricing, and overall proposal quality.
** The evaluation ratio for technical, institutional, and financial criteria is 30:40:30.
** A maximum of 30% pre-payment may be granted upon request.

To be considered, submit both technical& institutional experience and financial proposals in separate sealed envelopes to:

Tender Evaluation Criteria

Applications will be evaluated based on the following criteria:

Compliance with technical requirements: 30%
Organization`s past experience in relevant areas: 20%
Team`s technical expertise (qualifications and experience of researchers): 20%
Cost competitiveness (best price for implementation): 30%
