The Georgia Human and Institutional Capacity Development (HICD) Activity is implemented by Kaizen, a Tetra Tech Company, and its local subcontractors. The objective of the HICD Activity is to achieve lasting results in the human and institutional capacity development of key strategic partner institutions in Georgia that play an important role in fulfilling the country`s development objectives.

The HICD Activity will increase the organizational integrity, operational effectiveness, and long-term viability of key partner organizations, which, in turn, anchor the country`s reform efforts across all development sectors.

The HICD Activity requires the services of a Georgian speaking Finance and Procurement Consultant (individual) for a local civil society organization (CSO), whose activities focus on the protection of human rights. The Consultant will support the CSO in updating its Finance and Procurement Manual and training its managers and staff in financial and procurement standards.

Finance and Procurement Consultant will be required to:

** Work closely with the CSO`s finance and accounting team to identify challenges in the organization`s procurement and financial practices, thoroughly examine the existing Manual, and pinpoint areas subject to revision and updates;
** Review the financial and tax assessment report and pertinent recommendations developed by the HICD Activity`s operations consultants and auditors;
** Based on the information collected from the finance and accounting team and the thorough examination of all respective procurement and finance-related documents, make respective changes and revisions to the existing manual;
** Train CSO`s managers and staff (around seven individuals) in best financial and procurement standards and practices.

Period of Assignment:

The consultancy covers two months starting from late January 2025. The estimated level of effort is up to 15 days over the course of this period.

Language of Services:

The language of the consultancy will be Georgian. The weekly and final reports will be submitted in English.

Knowledge Skills and Required Qualifications:

** A minimum of 5 years of experience in procurement and finance;
** Relevant consulting experience in procurement and finance, ideally for nonprofits;
** In-depth knowledge of International Accounting Standards (IAS) and International Financial Reporting Standards (IFRS);
** A thorough understanding of nonprofit tax law and filing requirements, and domestic legal and regulatory framework;
** Excellent verbal and written communication skills;
** Excellent writing and oral presentation skills;
** High sense of responsibility and commitment to completing assignments on time;
** Knowledge of donor reporting requirements, and a proven track record of interfacing with donors is a must.
