Introduction and Background
Government of Georgia and the World Bank jointly developed a new investment project in Georgia`s rural sector - Georgia Resilient Agriculture, Irrigation, and Land (GRAIL) Project.
The total cost of the Project is 138, 6 mil EURO which is equally split (50/50) between IBRD and the State budget of the Government of Georgia. The Project is planned to be implemented for six years.
The Project Development Objective (PDO) is to: (a) improve irrigation, and drainage services, and agricultural production in project areas, and (b) strengthen national irrigation and land management institutional capacity for climate resilient planning.
The primary beneficiaries of the Project comprise farmers and agricultural enterprises across the project targeted regions. Overall, the rural population will benefit from enhanced services provided by land management, irrigation services, and agricultural support. In the public sector, the Project will support institutional strengthening of the Ministry of Environmental Protection and Agriculture (MEPA), including Georgian Amelioration (GA), the National Environment Agency (NEA), Rural Development Agency (RDA), and National Agency for Sustainable Land Management and Land Use Monitoring (LMA).
The proposed Project has a strong focus on climate resilience and rural livelihoods through a holistic and integrated approach. It will include the following components:
Component 1: Resilient Irrigated Agriculture
** Subcomponent 1.1: Irrigation & Drainage Infrastructure Rehabilitation and Modernization;
** Subcomponent 1.2: Irrigated agriculture and value chain development;
** Subcomponent 1.3: Improved Performance of Irrigation Service Delivery
Component 2: Improved Land Management Capacity
** Subcomponent 2.1: Strengthening of agricultural land management and monitoring;
** Subcomponent 2.2: Enhancement of the land administration service delivery and building digital governance infrastructure
Component 3: Project Management
This component, will finance two Project Implementation Units that will be responsible for project management: One Project Implementing Unit (PIU) is established within MEPA, which is responsible for management of Component 1 and Subcomponent 2.1. The second PIU is established within the NAPR, which is the Project Implementing Entity and will be responsible for implementation of Subcomponents 2.2 and 3.2.
MEPA (the Client) seeks services of individual consultant to perform duties of Land Management Specialist. The main tasks of Land Management Specialist will be to support the implementation of Component 2 of the GRAIL project in strengthening land management capacity and improving land administration systems, with a particular emphasis on agricultural land. The Land Management Specialist shall play a crucial role in supporting policy and institutional reforms, capacity building, and the development and implementation of digital governance infrastructure.
The detailed tasks of the consultant shall include but not limited to the following:
Main duties and responsibilities:
** Provide technical and strategic assistance to the LMA and other counterparts in areas of project management and planning, in particular the development of annual work plans, monitoring progress, providing quality assurance for outputs, and ensuring that annual, mid-term and end-of-project targets are met for subcomponent 2.1;
** Bring technical experiences to project planning and implementation to ensure that full use is made of global and national lessons learned, and that good international practices are used to achieve the project goals;
** Provide technical advice to the Client in preparing Terms of Reference for consultants and sub-contractors for subcomponent 2.1, and provide assistance in the selection process;
** Provide technical support to the Client in coordinating the work of consultants and sub-contractors, ensuring timely and quality delivery of expected outputs, effective synergy among the various sub-contracted activities, and integration of project outputs into Government work;
** Ensure that coordination land management, land administration, geospatial and IT development activities to take place under the project are done in informed and coordinated way between subcomponent 2.1 activities and activities implemented under other components;
** Provide technical guidance as well as technical support in the areas of land management, land valuation, land consolidation, farms` registry, land information system and associated institutional capacity development;
** Assist and advise the Ministry in key strategic and policy issues related to land reforms, institutional strengthening processes, and appropriate monitoring and evaluation systems and knowledge management systems;
** Support the preparation of the Sustainable Land Management (SLM) strategy and National Land Consolidation (NLC) strategies and piloting of the NLC strategy in the GRAIL Project areas;
** Support the Client in producing policy briefing papers and technical reports to rationalize decision-making processes, advocacy and knowledge management;
** Provide timely advice to the project implementation team to ensure that all the objectives and set targets are fully achieved within the agreed timeframe and bottlenecks are identified and decisively eliminated;
** Review and advise on short and long-term monitoring plans, setting priorities to assist project stakeholder in their progress towards achieving project implementation targets;
** Develop and implement training and capacity building programs for relevant stakeholders, including the LMA, NASP and potential partners and users of the LIS.
** Perform other tasks as may be requested by the Client.
The Ministry of Environmental Protection and Agriculture of Georgia now invites eligible individual consultants ("Consultants") to indicate their interest in providing the Services.
The Consultant shall have skills and relevant experience, including experience in similar projects, required to carry out the described tasks. The Consultant shall have:
** Master or PHD degree in relevant discipline such as: Land Management, Geography, Environmental Science, Agricultural Economics, or a related field.
** Certifications in GIS, remote sensing, project management, and policy analysis would be advantageous.
** A minimum of 5 years of relevant professional experience working as a specialist in the areas of: land management, land administration, geographic information systems, natural resource management, land information systems, farm registry, sustainable land management, land governance, land use, land cover analysis or other similar areas, which could be substantiated as relevant for this position scope of work scope.
** At least 5 years of hands-on experience in utilizing GIS software (arcgis, qgis) and remote sensing techniques for data analysis, mapping, and monitoring;
** Proven capability to interact with a wide range of stakeholders, from government agencies, donors, private sector, national/international NGOs and local community-based organizations;
** Fluency in written and spoken Georgian and English languages.
** Previous work experience in Georgia or at least in South Caucasus region would be an asset;
** Programming: Knowledge of programming languages like Python or Javascript for data processing and automation would be advantageous.

A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in Section VII of the Regulations: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, July 2016, revised November 2020.
