PIN Georgia Offers:

Contract length: one year / full time, with possible extension

Duty Station: Tbilisi office, with travel to project locations (different regions in Georgia)

People in Need is currently looking for a skilled and experienced Monitoring, Evaluation, Accountability & Learning (MEAL) Officer to join our team in Tbilisi, Georgia.

People in Need was established in 1992 in the Czech Republic as a civil society organisation and has since grown to become one of the largest non-profit organisations in Central and Eastern Europe. In addition to humanitarian aid and development cooperation, PIN also works in the fields of human rights, education and social inclusion, both abroad and in the Czech Republic. Operating in over thirtynine countries, PIN carries out projects which support hundreds of thousands of people suffering from crisis, conflict, exclusion, poverty, persecution and harassment.

People in Need Georgia (PIN) as a representation of a Czech non-profit organisation, has had a growing presence in Georgia since 2005. During this time, we have built a strong reputation for programmes embedded in the communities they aim to support. We also work with institutions to make systemic changes and influence policy across different sectors through civic engagement. PIN has supported the inclusion of young people with disabilities in education and employment, successfully lobbied for improved IDP assistance, and led evidence-based advocacy campaigns on access to safe credit and ensuring labour rights. In addition, our work with national CSOs and Local Action Groups (LAGs) is in harmony with our localisation agenda and utilises opportunities to assist in the improvement of social protection mechanisms as well. As of 2023, PIN has staff based in Dusheti, Gori, and Tbilisi. Through nationwide projects and our partners, we work across all regions of Georgia and have gained substantial experience in remote and high mountainous areas underserved by other actors. Reporting relations & interdependencies with other functions Under overall guidance and supervision of the MEAL Manager, the MEAL Officer is in charge of designing, implementing and keeping close track of MEAL system under the dedicated project and/or sectoral programming for which s/he acts as a focal point. The MEAL Officer supports corrective action where needed, and assists in collecting and documenting lessons learnt. S/he is responsible for implementing the MEAL-related activities and preparing high-quality deliverables, including MEAL analytical reports; and is responsible for the collection and analysis of different data in relation to the project activities. Furthermore, s/he is responsible for receiving and processing feedback and complaint from beneficiaries and other target groups. The MEAL Officer works in close collaboration with the project managers and project team and key stakeholders.

Duties and Responsibilities:

MEAL planning and quality management

** Prepare MEAL plans and provide guidance to the project teams on how to implement and regular update the MEAL plans;
** Provide technical support in monitoring and evaluation during project implementation cycle, including distribution of resources, developing indicators and measuring results, supporting project-relevant research (designing data collection, developing M&E tools and data analysis methods, etc.), and planning mid-term and final evaluations;
** Conduct independent monitoring of project activities according to the schedule agreed with the MEAL Manager, including activities implemented by partners;
** Assist the project teams in analysing and using information collected to improve management, make necessary adjustments, and assess trends;
** Perform MEAL System reviews in ELO (PIN`s archiving systém) for each project on a regular basis;
** Provide technical support in evaluations and other research activities, incl. engaging in ToR preparation, selection of consultants, review of evaluation design and data collection methodology, data analysis, involvement of stakeholders and dissemination plan;
** Examine the evaluation/research draft report in relation to the ToR/contract and formulate a written feedback. Ensure that key stakeholders are invited to respond to the draft report.

Accountability, dissemination of findings, and organizational learning

** Support MEAL Manager in annually analyzing and reporting lessons learnt in M&E, promote good practice and identify ways to strengthen PIN`s planning, monitoring and evaluation processes;
** Ensure the Feedback Tracker is filled by the relevant project staff on a regular basis and annually report the key lessons learned;
** Serve as a focal person for Community Feedback and Response Mechanism (CFRM).
** Annually analyze and report the feedback received and general CFRM effectiveness/efficacy and with the support from MEAL Manager update the CFRM policy accordingly;
** Build the project staff`s capacities in implementation of CFRM through refresher trainings..

Capacity building

** Take courses to expand and improve skills in MEAL system and other connected fields.

Capacity building of the relevant staff and partners

** Identify MEAL capacity development needs of PIN staff and partners;
** With the support from MEAL Manager, provide trainings and workshops for the staff and partners` representatives about (updates in) MEAL system and procedures, data collection and analysis, MEAL related tools, data protection, etc.

Accountability and Safeguarding including Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH)

** Carry out the duties in accordance with the PIN Code of Conduct and Key policies;
** Participate in training and awareness raising (CoC and KP, Safeguarding.);
** With the support of MEAL Manager provide trainings and awareness sessions on Safeguarding, CoC and Key policies to partner organizations/beneficiaries, when necessary;
** Monitor the implementation of Safeguarding measures (e.g awareness session for affected population, training for staff, CFRM, etc);
** Create and maintain a fulfilling and protective environment.

Other: Fulfils other tasks relevant to the position as required.

GENERAL EMPLOYEE OBLIGATIONS AND RESPONSIBILITIES

** The Employee is obliged to follow PIN Policies, National Staff Policy and Internal working rules, safety and security, fire safety regulations and other obligatory procedures and regulations related to her/his work;
** Employee shall always maintain confidentiality of all information gained from employment not publicly available. S/he shall represent and uphold the values of People in Need and behave in appropriate manner at all times and all places.

Required experience and competencies:

** Minimum 2 years of relevant experience in monitoring and evaluation of humanitarian and development programmes.
** Understanding of Monitoring, Evaluation, Accountability and Learning principles and processes, including database management, reporting, data protection, application of lessons learned, etc.
** Knowledge of quantitative and qualitative data collection and processes: sampling, tool design, data collection, data cleaning, data analysis and reporting.
** Self-motivated and organized with a demonstrated capacity to manage time and personal work plan.
** Excellent skills in MS Word, Excel, and PowerPoint.
** Full professional proficiency in English and Georgian languages.

Required education:

** University degree in social sciences or another relevant field
