Deloitte Consulting Overseas Project LLC is announcing an opening for the position of an Environmental Policy Consultant for the USAID Economic Governance Program.
Position objective is to assist the Program to carry out environmental protection policy-related activities.
The selected candidate shall start on or about December 15, 2024. The assignment is up to 60 days. The tasks will be performed from December 15, 2024, through September 30, 2025.
The USAID Economic Governance Program (the Program) is dedicated to enhancing Georgia`s economic governance by promoting transparency, predictability, inclusivity, and cost-effectiveness, with a particular focus on advancing legislative reforms such as the Law on Water Resource Management (WRM). Passed by Parliament on June 30, 2023, with strong support from USAID and the Program, the WRM law aligns with Georgia`s EU Association Agreement commitments and supports the country`s EU integration objectives. As part of Georgia`s preparations for EU accession negotiations following its candidate status in December 2023, the Program has prioritized fostering active participation from civil society and interest groups in policy discussions, especially regarding Chapter 27 of the EU acquis on environmental protection.
The Program plans to engage an environmental policy consultant to ensure the effective implementation and oversight of the WRM reform as well as environmental protection activities. The consultant will support the development of sustainable environmental policies that are crucial for Georgia`s economic growth and EU integration efforts. The consultant`s involvement complements the Program`s broader strategy by not only reinforcing institutional capacity but also ensuring that stakeholders are better equipped to participate in the EU integration journey.
The consultant will assist the Program to carry out environmental protection policy-related activities.
Objective
The objective of this consultancy is to assist the Program to carry out environmental protection policy-related activities.
Main duties and responsibilities:
** Work in close coordination with the Program team to ensure the effective implementation and oversight of the Water Resources Management (WRM) reform as well as environmental protection activities.
** Manage the WRM and environmental protection activities, through gathering, analyzing, and reporting on various related issues.
** Provide technical expertise to support the development of sustainable environmental policies that are crucial for Georgia`s EU integration efforts.
** Conduct necessary environmental reviews of the Program`s technical activities.
** Report to the Component Lead, DCOP, and COP on the progress of the conducted activities.
Final deliverables:
The consultant shall produce the following deliverable by the end of their assignment:
Environmental Review Reports: Periodic assessments of the Program`s technical activities to ensure compliance with environmental regulations.
Unless otherwise indicated in writing, the consultant will prepare, as applicable, written deliverables in the Program-branded Deliverable MS Word or MS PowerPoint template that will be provided to the consultant by the Program`s thematic manager overseeing their work.
Place and period of performance.
The estimated level of effort (LOE) allocated for this assignment is up to 60 days. The tasks will be performed on or about December 15, 2024 through September 30, 2025.
Qualifications/Skills:
** Degree in an environmental science or related fields
** Experience with Environmental Compliance
** Understanding of environmental laws, regulations, and best practices
** Fluent in Georgian and English
** Knowledge of MS Office and Adobe Creative Cloud programs
** Excellent communication skills, both written and verbal
