PIN Georgia is looking to contract experienced Manager for the newly established organization Food Bank Georgia.

Duty Station: Tbilisi-based, with regular travel to the site in Tskaltubo Municipality.

People in Need is a Czech non-governmental organization providing relief aid and development assistance while defending human rights and democratic freedom. It is one of the largest reliefs and development organizations in Central/Eastern Europe and has administered projects in 37 countries over the past 20 years. People in Need has been working in Georgia since 2005.

Currently, the PIN is implementing the project "Civil Society Actors as Levers for a Sustainable Food System in Georgia", dedicated to establishing the first Food Bank in the country, a significant step towards reducing food waste and enhancing food security. Led by consortium partners People in Need (PIN) and the Georgian Red Cross (GRC), who bring extensive experience in capacity-building and serving vulnerable communities, the project leverages newer partnerships with Parki ar Minda (PAM) and Eliots Sustainability, experts in environmental awareness and the food retail sector in Georgia.

The overarching objective of the project is to empower civil society actors, particularly local action groups (LAGs) and civil society organizations (CSOs), to actively contribute to reducing food waste and increasing food security in Georgia. This initiative is specifically focused on the vulnerable populations in Tskaltubo municipality.

The project`s key initiative is the establishment of a Food Bank in Tbilisi, which will pilot a food bank intervention by redistributing unsold food items from food business operators (FBOs) to food-insecure individuals in Tskaltubo Municipality. Drawing upon PIN`s and GRC`s global expertise in food security, waste management, and climate change mitigation, this initiative aims to test the impact of new legislation on food loss and waste reduction while addressing immediate food security needs in the community.

Through the Food Bank, local civil society actors will play a pivotal role in identifying food-insecure individuals, coordinating with local farmers and the municipal soup kitchen, and conducting an information campaign to assure people of the safety of donated food. This approach not only reduces food waste, farm gate losses, and greenhouse gas emissions but also directly addresses the pressing issue of food insecurity among the local population.

Position Summary & Reporting Relations:

The newly established Food Bank Georgia is an organization dedicated to collecting surplus food from food business operators (FBOs) and distributing it to charity organizations or directly to beneficiaries. The Food Bank Georgia Manager will oversee overall operations, including strategic planning, program development, and partnership management.

The Food Bank Manager reports to the People in Need Food Bank Project Manager during the project`s lifespan, which ends on May 31, 2026. Additionally, the Food Bank Manager closely cooperates with the Operations Coordinator, Finance Officer, paid loaders, and drivers.

TASKS AND RESPONSIBILITIES

Operations:

** Ensure the quality and timely implementation of all Food Bank operational activities, adhering to relevant standards, best practices, and internal/donor requirements.
** Provide technical guidance to the team on operational processes, including warehouse arrangements, staff recruitment, and adherence to food safety requirements.
** Lead, coordinate, and oversee food pickups and deliveries with volunteers and drivers.
** Ensure that complete and accurate records are maintained for all donated food received and distributed, including uploading waybills and invoices on RS.ge through the ERP system and completing delivery-acceptance forms both in Tbilisi and in Tskaltubo municipality.
** Ensure that all food safety and HACCP standards are rigorously met from the moment surplus food donations are received until they are distributed to the final beneficiaries.
** Create a daily/weekly schedule for team members, including drivers and warehouse staff
** Conduct regular field visits to monitor activities and offer advisory support to beneficiaries.
** Collect and report data, and prepare reports such as Inventory Reports, Donations Reports, Distribution Reports, Financial Reports, Forecasting and Planning Reports, and any other required reports related to the operational process.

Financial Management:

** Manage project budgets effectively, optimize resource allocation, and maintain strict cost control measures.
** Review and approve key project documentation promptly to facilitate financial payments to vendors and procurement of necessary assets and consumables.
** Lead the implementation of rigorous control mechanisms for all activities to ensure compliance with project donor requirements.
** Prepare and disseminate regular project status reports to the Food Bank Project Manager.
** Work actively with the ERP software system, including controlling the upload of donated items to RS.ge, managing transportation between warehouses, monitoring stock and distribution, and ensuring that all food movements are recorded in the ERP system. Continuously monitor operations, identify potential risks, and make necessary adjustments to achieve project goals.

Team Leadership and HR Management

** Lead and coordinate Food Bank staff members, assign tasks, and closely monitor activity progress.
** Recruit additional staff as needed and budgeted, in accordance with PIN recruitment procedures.
** Offer guidance and hands-on training for staff on the significance of food donation and food safety requirements as necessary.
** Ensure all staff receive thorough HACCP training and understand its implementation in daily operations.

Coordination and Representation:

** Ensure the Food Bank is well-represented and visible within the donor community, among key stakeholders and partners, and in all relevant coordination forums.
** Build and maintain relationships with key stakeholders, including external partners such as the Food and Agriculture Organization of the United Nations (FAO), government agencies like the Agrarian Issues Committee of Parliament Georgia, the Ministry of Environmental Protection and Agriculture of Georgia (MEPA), the National Food Agency (NFA), Revenue Services, and project partners such as the Georgia Red Cross (GRC), Parki Ar Minda (PAM), and Eliots Sustainability, to ensure project alignment and regulatory compliance.
** Lead negotiations with food business operators to secure surplus food donations and establish formal collaborations. Maintain good relations with charity organizations such as Georgia Red Cross, Caritas Georgia, Enkenia, and others
** Serve as the primary point of contact for target CSOs, facilitators, trainers, and other project partners.

Accountability and Safeguarding including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)

Carries out the duties in accordance with the PIN Code of Conduct & Key policies.
Participates in training and awareness raising sessions related to the Code of Conduct & Key Policies, and Safeguarding.
Contributes to the creation and maintenance of a fulfilling and protective environment.

Other: Fulfils other tasks relevant to the position as required.

GENERAL EMPLOYEE OBLIGATIONS AND RESPONSIBILITIES:

** The Employee is obliged to follow PIN Policies, National Staff Policy and Internal working rules, safety and security, fire safety regulations and other obligatory procedures and regulations related to her/his work.
** Employee shall always maintain confidentiality of all information gained from employment within not publicly available. S/he shall represent and uphold the values of People in Need and behave in appropriate manners at all times and all places.

REQUIRED EXPERIENCE, COMPETENCIE AND SKILLS:

** At least 3 years of experience in management, team management, implementation, or coordination.
** Experience in budget planning and management.
** Previous experience in a similar role within the private sector, preferably in retail, distribution, or food-related companies.
** Experience in logistics is preferable.
** Strong problem-solving skills and task completion capabilities.
** Result-oriented with the ability to take ownership of assigned tasks and act independently.
** High level of integrity and adherence to ethical standards.
** Proficiency in English.
** Excellent communication and interpersonal skills.
** Good understanding of ERP software systems such as Apex, 1C, Fina, etc.
** Experience in warehouse and inventory management is preferable

REQUIRED EDUCATION:

** Bachelor`s degree in Business Administration, Management, or a related field is preferable

PIN Georgia Offers:

** Contract length: One-year contract starting upon signing, with a three-month probation period and the possibility of extension
** Monthly Salary: 3000 GEL NET
