USAID`s South Caucasus Regional Tourism Program aims to promote long-term regional cooperation across the South Caucasus region, based on shared economic interests in the tourism sector that contribute to mutual prosperity, collaboration, and stability in the region. The program seeks to work collaboratively with the private sector, civil society actors in support of tourism development, and tourism development related government ministries and agencies, including ministries of economy and environment, while serving as a model for cross-border engagement among other economic sectors. The South Caucasus Regional Tourism Program identifies opportunities for product development and innovative marketing, develops regional multi-day itineraries to promote tourism, and facilitates mutual learning to foster best practices in the tourism sector.

The USAID South Caucasus Regional Tourism Program seeks a Monitoring, Evaluation, and Learning (MEL) Specialist to provide M&E technical direction and oversight to the Program, in alignment with the approved MEL plan.

Scope of Work
BACKGROUND

OBJECTIVES:

Under this Scope of Work, the candidate will work on the activities as outlined below:

The candidate will be responsible for implementation of the approved MEL Plan which is a set of guidelines and procedures for monitoring and evaluating the program`s impact using key indicators. Implementation of the MEL Plan will be done in collaboration with program technical staff, including the Chief of Party and Deputy Chief of Party, and partners. MEL activities will guide program data collection and improve ongoing and future activities in accordance with findings from the collected data to ensure efficient use of program funds for maximization of program utility and impact.

PRINCIPLE DUTIES AND RESPONSIBILITIES:

The MEL Specialist is expected to work closely with Program staff and partners, and aid in the completion of the following tasks:

** Oversee the implementation of the MEL Plan, including leading the development of MEL tools, platforms, and methods that are appropriate to the scope, context, and technical requirements of the Program. Ensure that programmatic learning and results are fully documented, shared, and used to drive adaptive management processes.
** Supervise and support the project`s team and provide MEL technical training, mentoring, and coaching to project staff, partners, and other actors as appropriate.
** Lead the collection, management and analysis of qualitative and quantitative data, ensuring disaggregated data and the use of gender- and inclusion-related indicators to assess how the project is impacting different groups.
** Strengthen availability and use of high-quality data for decision-making at all levels of the project. Integrate data analysis, reflection and interpretation and use with ongoing project activities, including gender and inclusion analysis.
** Oversee all assessments (baseline, midline, endline) and evaluation activities.
** Research, compile, write, and submit information, including results and their analysis, for project reports, including the quarterly and annual reports, and respond to requests for data from the donor and other stakeholders.
** Ensure collection of geo-referenced activity information and prepare GIS datasets for submission to USAID.
Perform data entry into the USAID Development Information System (DIS) and other reporting platforms designated by USAID.

QUALIFICATION CRITERIA:

The MEL Specialist shall at the minimum present the following qualifications:

** BS/BA in a relevant field of study such as development studies, economics, monitoring and evaluation, or business management.
** At least 7+ years of experience development studies, economics, monitoring and evaluation of development programs, business or related field.
** Familiarity with USAID data quality assessment procedures.
** Experience developing and documenting monitoring and evaluation plans for USAID-funded programs including selecting and developing performance monitoring indicators and setting targets, creating performance indicator reference sheets, and developing performance indicator tracking tables for USAID-funded programs.
** Knowledge of USAID-specific criteria referenced in USAID`s Automated Directives System.
** Excellent conceptual, oral and written communication skills in English required; and knowledge of the Georgian language is highly desirable; and experience in the South Caucasus region (preferred).
