A. Background and Objective

1. Georgia has received a loan from the Asian Development Bank (ADB) towards the cost of Climate Smart Irrigation Sector Development Program (CSISDP), comprising a policy-based loan (Loan 4378-GEO) and a project loan (Loan 4379-GEO). The Ministry of Environmental Protection and Agriculture of Georgia (MEPA) is the project implementing agency (IA). Within the scope of the loan received from the Asian Development Bank, MEPA is planning to implement various activities, financed by the Loan 4379-GEO.
2. The Social and Resettlement Specialist will support the PIU by managing and overseeing all aspects of Social and resettlement planning and implementation. This includes ensuring compliance with relevant policies, minimizing negative impacts on affected communities, and facilitating fair and effective social and resettlement processes.
3. The consultant will be responsible carrying out the traditional role as Social and Resettlement Specialist for an assigned project and ensuring that social development initiatives are effectively integrated and monitored throughout the project lifecycle.

B. Scope of work
.
4. Detailed inputs include, but are not limited to, the following tasks:

(i) Collect and monitor social indicators (including development of monitoring tools and time frame for inclusion in the PPMS).
(ii) Update and lead the implementation of the social development initiatives related to the project
(iii) Provide inputs, data, and information related to social development to the PPMS and to project progress reports and the PCR
(iv) Prepare the SDDR to confirm (based on detailed design of Kvemo Samgori modernization) involuntary resettlement impacts and assess if there are sites with land legacy issues.
(v) Update and oversee the implementation of the LARP for the Kvemo Samgori scheme, expedite site clearance, and ensure compliance with ADB requirements and government laws and regulations.
(vi) Ensure the preparation of the LARP implementation compliance report for ADB review and obtain ADB no-objection to awarding of contracts/commencement of civil works in the Kvemo Samgori scheme in the event of involuntary resettlement impacts.
(vii) Ensure that social safeguards requirements are properly reflected in contractor`s bidding documents and consultant`s ToRs.
(viii) Prepare SSMRs throughout the project implementation period to monitor the progress, identify unanticipated involuntary resettlement impacts, monitor compliance of the project to core labor standards and overall social safeguards requirements, prepare corrective action plans as required and monitor/report their implementation.
(ix) Provide inputs, data, and information to the PPMS and to project progress reports.
(x) Carry out public consultation and information dissemination activities during implementation of Kvemo Samgori modernization jointly with environment team.
(xi) Establish a GRM, monitor and promptly address complaints, ensure their effective and adequate resolution, and maintain relevant records.
(xii) Ensure that the GRM effectively handles environmental and social concerns of project affected persons.

C. Qualifications and Experience

5. The successful applicant shall meet the following minimum requirements:

Qualification A degree in Social Sciences, Sociology, Anthropology, Development Studies, or a related field., or a related field.

General experience At least 7 years of experience in Social and resettlement planning and implementation.

Specific experience At least 5 years of extensive previous experience in conducting socio-economic surveys and impact assessments preferably within a project of ADB or other international development organization. Experience in grievance management (social).

Skills Thorough knowledge of ADB`s Safeguard Policy Statement and national resettlement regulations, as well as Social Policy. Proficiency in MS Office applications (Word, Excel, PowerPoint, Outlook). Strong analytical, organizational and communication skills. Knowledge of preparing of safeguards implementation plans and procedures. Ability to work effectively in a team and manage multiple tasks. Proficiency in English language.

D. Support services for the Consultant

6. The MEPA will make the following available to the consultant:

(i) suitable office accommodation with equipment in Tbilisi;
(ii) appropriate and suitably qualified counterpart staff.

E. Deliverables

7. The deliverables are the following:

(i) Resettlement Action Plans (RAPs) and related documentation review.
(ii) Socio-economic survey and impact assessment reports review.
(iii) Stakeholder consultation records and grievance redress reports. Other documents related to grievance redress (logs, close-out letters and other documents, as required).
(iv) Monitoring frameworks and regular monitoring reports.
(v) Regular progress and compliance reports.

F. Implementation arrangements and reporting requirements

8. The implementation arrangements are following:

(i) The Social and Resettlement Specialist will be directly reporting to the Head of PIU of Hydro-Melioration and Land Management Development Department (MEPA) and work closely with other members of the PIU, ADB staff and project stakeholders.
(ii) The Social and Resettlement Specialist will be recruited by MEPA as an individual consultant on a Full-time basis. Duration of the Contract will be 12 months with the possibility of further extension.
