CDM Smith SE Branch in Georgia is currently seeking a qualified and experienced Local Resident Engineer to lead the delivery of engineering projects. Responsible for the construction supervision of Poti Transfer Station & Lakhani Transfer Point site while adhering to the FIDIC and KfW guidelines to fulfill the obligations as given in the Terms of References (ToR). Later, supervision of closure of Poti dumpsite (old landfill).
Main Duties and Responsibilities:
** Review and approval, or issuing of instructions to correct Contractor`s submissions of materials, method statements, and time schedules;
** Daily supervision of contractor activities on-site during working days of the week;
** Keep records daily and maintain the "work diary" where all elements of the work progress will be presented.
** Issuing of instructions to correct, in writing and electronic form, when deficient work activities are observed, and maintenance of the defect tracking list.
** Review and approval, or issuing of instructions to correct, in writing and electronic form, of hidden works acts related to Contractor activities.
** Assistance to the Team Leader / Int. Chief Engineer-Supervision in tracking the works weekly progress, according to the contractor`s obligations shown in the specific project contract.
** Assistance to the Team Leader / Int. Chief Engineer-Supervision in developing solutions to issues uncovered during the execution of the works by the Contractor.
** Assistance to the Team Leader to advise and support the Client with regard to the supervision of the execution of construction and handover as well as acceptance of construction works and equipment until the finalization of all required works and procurement of goods.
** Provide support to the Team Leader in the coordination and liaison with the Employer, Contractor (s) and other relevant institutions.
** Responsible for the organization of weekly site-meetings with the Contractor (s), the Employer`s representatives and other key-stakeholders concerned;
** Preparation and circulation of minutes of meetings;
** Take over the role of the Engineer and carry out all tasks of the Engineer in accordance with the FIDIC Pink Book,
** Initiation, organization and coordination of construction works and delivery of goods,
** Provide assistance to the Team Leader in supporting the Client in preparing a Constructional Environmental and Social Management and Monitoring Plan (CESMMP) as well as its implementation.
** Issuing of instructions to correct deficient site safety and environmental procedures (incl. ESHS related tasks) to the Contractor, in writing and electronic form, and maintenance of the defect tracking list.
** General supervision of the construction works including project organization, progress and financial reporting, preparation/ verification/ processing of potential variation orders, claim management etc.;
** Control of the validity of the Contractor`s documents such as insurance policies, bank guarantees, transport documents, etc
** Assurance of permanent supervision of the construction on site, conduction or/and supervision of trials and tests for construction works and supplied goods, supervision of any necessary reworks,
** Inspection of all construction works and supplies as well as provisional acceptance of performances, preparation of corresponding records, expert advice for the quality tests and surveillance of performance of the landfill base sealing and drainage system
** Topographical and other site measurements, as deemed necessary to determine the construction work done, quality control by certified labs, if necessary with regard to compliance with specifications and execution according to sound engineering practice;
** The installation of all supplied mobile and immobile equipment has to be supervised and functionality confirmed according to the required testing and commissioning procedures.
** Supervise the Contractor`s testing and commissioning of the constructed works.
** Preparation of a snag list and assistance to the Employer in the preparation of provisional acceptance;
** Participation in the reception of works;
** Examination of warranty and guarantee conditions and final acceptance of all performances (construction works, goods and related services)
** Approval of the interim and final invoices and their integration in the financial reporting
** Support during acceptance of goods and services delivered (related to the construction works as well as for the collection and transport and street sweeping equipment) and provided including preparation of acceptance and compliance documents as well as handover reports.
** Financial supervision / budget monitoring and reporting for the investments purchased and provided: Continuous control of cost schedules including cash flow/ disbursement forecast.
** Administration and management of contracts including continuous control of time schedules and keeping up to date project records as well as forecast of completion dates,
** Examine invoices submitted by Contractors on the basis of the supply and service contracts to determine whether the services and supplies being invoiced were actually performed, the payment has fallen due and all necessary documents are available as required.
** Preparation of Payment Certificates to submit to the Client
** Report on commissioning activities (monthly and quarterly reports).
** Assistance to the Team Leader / Int. Chief Engineer-Supervision in review of Contractor Interim Payment Applications.
Requirements:
Qualifications and skills:
** University degree in civil engineering or related subjects
** Computer skills (MS Office software)
** Good interpersonal, intercultural and communication skills
** Fluent in English and good writing skills
General professional experience: 10 years of work experience preferably in the waste sector
Specific professional experience:
** Demonstrated experience in construction supervision of complex construction works preferably in landfill, dam construction, road construction or other construction sectors requiring to a large extent earth works
** OHS experience
** Experience with International projects
