World Vision Georgia (WVG) is pleased to announce an opening for the position of Employment Counsellor within the frame of the Project: Provision of Social and Legal Services to Forcibly Displaced and Stateless Communities.

Location: Tbilisi
Time frame: Full time (40 hours per week), Monday- Friday

Project Information:

World Vision is an international humanitarian organization dedicated to working with children, families, and their communities worldwide to reach their full potential by tackling the causes of poverty and injustice.

The purpose of this assignment is to ensure the provision of essential, integrated services to refugees, asylum-seekers, stateless persons, subsidiary protection status holders, and Ukrainian refugees in Georgia from 1 January to 30 September 2026. Through this nine-month service contract, World Vision International Branch in Georgia will support UNHCR in delivering coordinated, protection-focused services across four core areas: (i) social services; (ii) community outreach and mobilization; (iii) employment and livelihood support; (iv) legal assistance. The service provider (World Vision Georgia) will deliver integrated, protection-sensitive services designed to address the immediate needs of all targeted beneficiaries.

Purpose of the position:

The Job Counselor will implement targeted employment and livelihood support activities aimed at strengthening beneficiaries` self-reliance and preparedness for the labor market. This will include sharing information on labor migration regulations, policy developments, and labor market trends, as well as facilitating access to vocational education, employment opportunities, and grant programs for individual entrepreneurs.

Major Responsibilities:

** Review and evaluate new referrals based on beneficiaries` skills, needs, and capacities.
** Maintain and regularly update the database.
** Design individualized intervention plans for each beneficiary.
** Track beneficiaries` progress consistently and offer technical support when required.
** Work with private sector partners to improve employability and support job-matching initiatives.
** Analyze the labor market and identify employment opportunities aligned with beneficiaries` profiles; support their participation in job fairs and employer-related events.
** Identify and connect beneficiaries with vocational training and apprenticeship opportunities.
** Facilitate group sessions on topics such as labor laws, market developments, and vocational training options.
** Build and strengthen partnerships with local and national businesses, organizations, and NGOs.
** Maintain close collaboration with the State Employment Agency to address beneficiaries` needs and jointly overcome employment barriers.
** Negotiate employment agreements with service providers.
** Prepare narrative and progress reports.
** Carry out any additional duties assigned by the direct supervisor.

Qualifications and Experience Required:

Education: Bachelor Degree in Social Sciences, Business, or related fields.

Required Skills and Experience:

** Demonstrates integrity by upholding the UN`s values and ethical standards;
** Displays cultural, gender, religion, race, national and age sensitivity and adaptability;
** At least 1 year working experience in this sector;
** Extensive experience of working with business sector and diverse societies;
** Computer skills, including internet navigation and various office applications, dealing with databases;
** Good communication, interpersonal and negotiation skills;
** Analytical and conceptual ability; problem-solving orientation;
** Strong interpersonal skills, and ability to promote collaboration and consensus building;
** Motivation to serve socially vulnerable population;
** Good understanding of significant barriers to successful integration of target groups and specifics of local communities in target regions;
** Capacity to use expertise to develop, establish and maintain strategies to meet organizational objectives;
** Flexibility and ability to multi-task.

Language requirements:

** Solid verbal and written communication skills in Georgian and English;
** Knowledge of Russian, Farsi and/or Arabic on the level of communication is an asset.
