The Ministry of Environmental Protection and Agriculture of Georgia (MEPA), as an Implementing Agency of the Climate Smart Irrigation Sector Development Program (CSISDP) is soliciting applications for the position of Monitoring and Evaluation Specialist.
The project implementation unit (PIU) is looking for Monitoring and Evaluation Specialist, who will support overall tasks of the project Monitoring and Evaluation issues.
The Consultant shall be responsible for:
(i) Work with PIU staff and PIC to develop and implement the PPMS.
(ii) Refine the PPMS as and when required.
(iii) Collect data and update the PPMS (Project Performance Management System) regularly and on a timely basis.
(iv) Provide inputs, data and information into project progress reports and the PCR.
(v) Design and implement a comprehensive M&E framework for the project.
(vi) Develop key performance indicators (KPIs) and metrics aligned with project objectives.
(vii) Establish data collection methods and tools to monitor and evaluate project activities.
(viii) Oversee the collection, management, and analysis of quantitative and qualitative data.
(ix) Ensure the reliability and validity of data collected from various sources.
(x) Utilize statistical and analytical tools to interpret data and generate meaningful insights
(xi) Prepare regular progress reports, M&E reports, and performance reviews for the PIU, ADB, and other stakeholders.
(xii) Document lessons learned, best practices, and success stories.
(xiii) Maintain a comprehensive database of M&E records and documentation.
(xiv) Conduct mid-term and end-term evaluations to assess the project`s impact and effectiveness.
(xv) Design and implement surveys, interviews, and focus group discussions to gather feedback from beneficiaries and stakeholders.
(xvi) Provide recommendations for project improvement based on evaluation findings.
(xvii) Coordinate with project partners, beneficiaries, and other stakeholders to ensure effective M&E implementation.
(xviii) Facilitate communication and information sharing within the PIU and with external partners.
The individual consultant shall meet the following qualification and experience requirements:
** Qualification A degree in Monitoring and Evaluation, Statistics, Social Sciences, Development Studies, or a related field.
** General experience At least 7 years of experience in M&E, preferably within a project or development organization.
** Specific experience Extensive previous experiences with investment projects financed by the internationally financed projects will be an advantage.
Skills:
** Proficiency in MS Office applications (Word, Excel, PowerPoint, Outlook).
** Proficiency in M&E methodologies and tools;
** Strong analytical, statistical, and data management skills.
** Excellent report-writing and communication skills.
** Ability to work effectively in a team and manage multiple tasks.
** Proficiency in English language.
The consultant will be engaged initially for 12 months period, wit possibility of contract extension.
Consultant will be selected in accordance with the Individual Consultants Recruitment procedures set out in Asian Development Banks guidelines.
