Terms Of Reference (ToR)

Purpose

The NATO Liaison Office in Georgia seeks to refresh the knowledge and skills of its drivers on driving skills in winter period.

The purpose of this Terms of Reference is to define the requirements for the provision of a winter/defensive driving safety training course for drivers of the NATO Liaison Office (NLO) in Georgia. The training shall enhance drivers` theoretical knowledge and practical skills required for safe vehicle operation in winter and adverse weather conditions, thereby reducing operational and safety risks.

The training should result in a certificate.

Contracting Authority: NATO Liaison Office in Georgia

Description of services:

The Contractor shall design, prepare, and deliver a structured winter/defensive driving training course combining theoretical instruction and practical driving exercises. The training shall be based on applicable national traffic regulations and internationally recognized best practices for winter and adverse-condition driving.

The training shall be conducted on vehicles provided by the training provider. Practical exercises shall be conducted in a safe and controlled environment and adjusted to prevailing weather and road conditions. There will be three drivers attending the training.

Deliverables:

** The Contractor shall provide the following deliverables:
** A detailed winter/defensive driving training programme and methodology prior to delivery
** Training materials (presentations, manuals, or handouts)
** Delivery of the winter/defensive driving training course for designated NLO drivers
** Confirmation of theory and skills developed
** Certificates of completion
** A brief summary report, if requested by the Contracting Authority

Location and duration of training: The location and duration of the contract delivery is to be advised by the contractor.

Contractor qualifications

The Contractor shall demonstrate:

** Proven experience in delivering winter driving and/or advanced defensive driving training
** Use of qualified instructors with relevant professional certifications
** Adequate technical and organizational capacity to perform the services
** Familiarity with winter driving conditions typical for Georgia
** Experience working with international organizations or diplomatic missions (desirable)
** Ability to deliver the training in Georgian language.
** Compliance with best practice for safety during driving training

Security vetting requirement: The Contractor shall agree to the conduct of security vetting by the NATO Office of Security, if considered necessary by NATO.

Payment: Payment shall be made in accordance with the terms and conditions set out in the contract and shall be subject to satisfactory completion and acceptance of the services.
