The NATO Liaison Office in Georgia (NLO) represents NATO in Georgia, facilitates political-military dialogue and practical cooperation under the NATO-Georgia Commission in support of Georgia`s efforts to join NATO, enhances civil and military cooperation between NATO and the Government of Georgia in support of Euro-Atlantic Integration goals described in the Annual National Plan.
The DCB Programme Assistant provides procurement and administrative assistance to the Substantial NATO-Georgia Package (SNGP). The incumbent contributes to the development of project plans, budgets, and procurement / financial management procedures, prepares regular and ad hoc reports on project administration.
This position ensures that all procurement activities are managed effectively to ensure compliance with NATO standards, policies, guidelines and Georgian legislation in the context of NATO-Georgia programs. The incumbent provides support for a broad range of organizational and administrative activities, in support of Defence Capacity Building (DCB) projects and activities implemented by the SNGP in Georgia.
2. QUALIFICATIONS AND EXPERIENCE ESSENTIAL
The incumbent must:
** Be a citizen of Georgia or have permanent residence in the country;
** Possess higher secondary education qualification with a minimum of 4 years of experience in administrative or organisational work OR upper vocational training/post-secondary degree in finance and/or administration with 2 years experience in capacity building, project management, and/or education and training programmes;
** Have experience working on international procurements;
** Be able to communicate effectively orally and in writing with experience in providing presentations and briefs to management.
** Be proficiency in the use of Microsoft products is essential.
** Languages: English, level 4 (Upper Intermediate); Georgian, level 6 (Proficient);
** Have no criminal record and pass security clearances.
** Be flexible to work outside of normal office hours in response to crises and urgent requirements, if and when required;
DESIRABLE:
The following would be considered an advantage:
** Experience within multidisciplinary and multi-cultural environments dealing with a variety of stakeholders;
** Previous work experience in an international organization, embassy, or a military environment;
3. MAIN ACCOUNTABILITIES:
** Administrative support to the planning and implementation of assigned programmes and projects;
** Organisation and day-to-day support to implementation of assigned activities, events and visits;
** Assist in preparing project budgets and expenditure reports; maintain the projects` information system and filing; provide administrative support for reporting and related activities;
** Organise and prepare events, meetings, and visits in the frame of specific programmes and projects; arrange catering, and other support; prepare minutes and/or notes of meetings;
** Assist with preparation of cost estimates, payment documentation, and VAT requests; maintain databases and financial records, and submit supporting material to the IS Coordinator for processing and reporting;
** Assist in drafting contracts and specifications, collect supplier information, and verify delivery of services, ensuring documentation is provided to the IS Coordinator for approval and processing.;
** Organize travel and hotel arrangements; prepare travel authorizations/claims;
** Translate correspondence and non-technical texts from English into Georgian and vice versa;
** Administer SNGP project contracts for goods and services, liaise with contractors to ensure compliance and timely delivery, and manage related tasks such as payments, amendments, claims, and terminations;
** Support provider selection processes and procurement documentation in line with NATO rules, coordinating closely with the IS Coordinator for validation and submission into NATO systems. Keep track of policies of the organization and the Georgian legislation
** Maintain a link with the Parent Division at NATO HQ in the context of all procurement related issues, including in close co-ordination with the Operations Division`s Budget Officer;
** Conduct written and oral business communication, prepare events, meetings, and visits in the frame of specific projects;
** Translate correspondence and non-technical texts from English into Georgian and vice versa;
** Maintain a professional, courteous and responsible client-oriented manner and maintain the absolute confidentiality and security of NATO information;
** Perform other duties, as required.
4. INTERRELATIONSHIPS:
This position reports to the SNGP NATO Core Team Leader and reports, on a project basis to the respective Project Officers. The incumbent collaborates with IS and LES colleagues across the SNGP team and the central admin team, liaising closely with the NASO Finance and Admin Coordinator.
