About DVV International:

DVV International is the Institute for International Cooperation of the German Adult Education Association, which represents the interests of approximately 900 adult education centers (Volkshochschulen) in Germany. For over 50 years, DVV International has been working to promote lifelong learning and support the development of sustainable structures for Adult Learning and Education (ALE) in more than 30 countries worldwide.

In Georgia, DVV International has been active since 2002, working closely with local civil society, government institutions, and international partners to strengthen the ALE system, promote inclusive education, and empower citizens through non-formal learning opportunities.

Position Overview:

DVV International is seeking an experienced professional to lead its country office in Georgia. The Country Director will be responsible for strategic leadership, programme development and implementation, partnership building, fundraising, staff management, and advocacy for ALE.

The successful candidate will guide the office, working closely with the Regional Director for Caucasus and Southeast Europe, regional and headquarters teams, donors, and national stakeholders.

Key Responsibilities:

** Provide overall leadership and strategic direction to DVV International`s country programme in Georgia.
** Develop and implement projects in line with DVV International`s global strategy and the country`s educational priorities.
** Lead and support the team in the Tbilisi office and supervise the implementation of all the projects across the country.
** Build and maintain effective partnerships with government bodies, local and international CSOs, educational institutions, donors, and other key stakeholders.
** Lead the development of project proposals and fundraising strategies to ensure stable financial support and long-term sustainability of ALE programmes.
** Ensure quality reporting, budgeting, and compliance with donor and organizational requirements.
** Take overall financial and administrative responsibility for cash outflow, budget monitoring and adherence to all country-specific stipulations (e.g. registration, labour law, social charges, tax, insurance, etc.),
** Advocate for ALE policies at the national and local levels; contribute to public awareness about the value of lifelong learning.
** Monitor political and legal developments and ensure appropriate risk mitigation strategies.
** Represent DVV International in national, regional, and international forums.

Qualifications and Experience:

** University degree in Education, Social Sciences, Development Studies, Public Administration, or a related field.
** Minimum of 7 years of relevant experience in project or program management, preferably in education, development cooperation, or civil society sectors.
** Proven experience in strategic leadership, team management, fundraising, and financial oversight.
** In-depth understanding of the political, social, and educational context of Georgia.
** Excellent interpersonal, negotiation, and communication skills.
** Fluency in Georgian and English (written and spoken); knowledge of German is an asset.
** Commitment to DVV International`s values: inclusion, democracy, gender equality, and lifelong learning.
