Terms of Reference for Contract to conduct final project evaluation of the Women`s Economic Security Project - Her Power, Her Future (HPHF).
About project:
The Women`s Economic Security Project Her Power, Her Future (HPHF) is a 3, 8-year US Department of State-funded project running from 30 September 2022 through 31 May 2026 and implemented by CARE Caucasus and partner organizations: Sakartvelo Regional Empowerment Foundation (SREF) and Business Federation - Women for Tomorrow in Georgia; WINNET Goris Development Foundation in Armenia and a local partner in Azerbaijan.
The project empowers individuals through supporting locally led women`s economic security objectives and strengthening women`s participation in local leadership roles; fosters women`s business relationships and creates opportunities for women across regional divisions and promotes creation of new opportunities for women in the positions of influence in the three countries of South Caucasus: Armenia, Azerbaijan and Georgia inclusive of regions of Kakheti and Kvemo Kartli in Georgia, Lori, Shirak, Tavush and Syunik in Armenia and Ganja and Sheki-Zagatala in Azerbaijan.
Objective of the consultancy
The purpose of this consultancy is to lead the design, data collection, analysis, and development of a learning and reflection document. The evaluation intends to assess the extent to which outcomes have materialized and significance and relevance of the actions. Focus should be made on observing and tracking the changes that have taken place in the lives of the impact groups of three countries.
Deadline:
The evaluation is planned to take place from 5 January 2026 - 17 March 2026.
Requisites for Evaluators presenting a Proposal for this Terms of Reference
A technical and cost proposal based on the above Terms of Reference (ToR) is requested from the evaluator or evaluation team. The proposal should contain as minimum:
** A detailed description of the overall evaluation design, in accordance with the ToR
** Schedule of activities preferably in a format such as a Gantt chart.
** A specific plan of action for primary data collection work, indicating resources required
** Detailed budget including a reasonable detail of budget required to cover all costs associated with the evaluation. Make sure to include evaluator´s fees (lead evaluator, technical experts, enumerators, translators, drivers, etc.), international and local travel, in-country lodging and per diem, materials, or any other related costs (e.g., translators of the report, meeting rooms for presentations, etc.) Payment terms: the budget should be presented in GEL. Payments will be done only by GEL. Payments will be made in tranches linked with the deliverables.
** Description of the evaluation team, with roles and responsibilities of the team leader, supervisory chain and other core members of the evaluation team.
If the evaluation team plans to include staff that have been involved in the design, implementation, or monitoring of the project/initiative/program to be evaluated, please describe the expected roles these staff would play.
Include Updated CV of Team Leader and other members of the Evaluation Team.
** A profile of the consulting firm with relevant information for last 3 years
** Extract from registry of entrepreneurs and non-entrepreneurial legal entities
** 1 sample report in English done on similar assignments
