Georgia has received a credit from the World Bank (WB) in order to improve delivery of irrigation and drainage services on selected areas and develop improved policies and procedures as a basis for national program of land registration.

The Irrigation and Land Market Development Project (ILMDP) consists of the three components: Component 1 Irrigation and Drainage Improvement; Component 2 Land Market Development and Component 3 Project Management. Components 1&3 are implementing by the Ministry of Agriculture (MOA) through the Project Planning and Monitoring Division (PPMD). Component 2 is implementing by the Ministry of Justice (MOJ) through the National Agency of Public Registry (NAPR).
The Land Market Development Component will finance a Systematic Land Registration Pilot Project which aims at registration of agricultural private, state and municipal land parcels. The Pilot Project will be implemented on 12 Pilot Areas, defined by the Government of Georgia. It will facilitate the establishment of cadastral databases and correction of cadastral data inconsistencies of already registered land parcels.

Under the Pilot Project NAPR will conduct land registration in 12 pilot areas based on the registration documents obtained in a proactive and systemic manner. The lessons learned under the Pilot Project will be used as a basis for the development of the National Strategy of Systemic Land Registration and an action plan, specifying the relevant methodology and procedures for the national registration rollout.

The project activities will be performed in accordance with the new methodology which conceptualizes three different types of participation of private companies and the NAPR:

** technical fieldwork and preparation of cadastral plans, as well as title document analysis conducted entirely by a private surveying company;
** technical fieldwork and preparation of cadastral plans, as well as title document analysis conducted by the NAPR; and
** technical fieldwork and preparation of cadastral plans conducted by a private surveying company, while analysis of title documents carried out by the NAPR.

The NAPR intends to hire 2 (two) Regional Facilitators under the Land Market Development Component of the ILMDP Project to work in township Shuakhevi of Shuakhevi Municipality.

Scope of Work and Responsibilities:

The Regional Facilitators will:

** Assist the systematic registration work on pilot areas and ensure good communication with local authorities and citizens;
** Ensure social mobilization, collection of contact details of right-holders, participation and cooperation of population in the pilot areas according to the agreed plan;
** Provide public awareness and information on the Pilot project objectives, procedures and benefits;
** Organize events planned in the pilot areas together with Public Relations Unit of the NAPR;
** Introduce normative acts and property registration procedures to the population;
** Facilitate surveying of land plots, as well as collection of documents by the NAPR;
** Identify land-related problems through close communication with local government and residents and respond appropriately in accordance with the Project Manager`s consent;
** Coordinate public display process on pilot areas, collect requests of data verification and register them on NAPR web-based software;
** Ensure mediation process among parties and facilitate reaching solution;
** Identify problematic cases and elaborate possible solutions;
** Prepare weekly reports, including statistical data of conducted activities.


The Regional Facilitator will report to the Component Manager.


The assignment of the Regional Facilitator is a full-time assignment. After a 1 (one) month probation period the Consultant`s contract may be extended for an additional period of up to 2 months.


** Regional Facilitators shall have the following qualifications and experience:
** Bachelor`s degree in law, Business Administration, public relations and/or related fields;
** Experience of collaboration with the local municipalities;
** Knowledge of land registration laws and procedures;
** Computer literacy - Microsoft Word, Microsoft Excel, Microsoft PowerPoint;
** Reporting skills.

Required Language Skills (spoken and written):

** Georgian - Fluent;
** English -Good.

Additional requirements

An applicant has not worked in a public agency/administrative body for the last 6 months.
